BRIER CITY COUNCIL MINUTES
November 28, 2023
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke,
Lockhart, Marley, Moran, Nick and Rosman.
Staff: Clerk-Treasurer Swisher
and Interim City Planner Michaelis.
Public
Requests & Oral Communications:
Carol and Jim are volunteers who come in every
Tuesday to run Ham Radio exercises with Snohomish County. They came to
tonight's meeting to share that they will be running a more extensive test that
will last 2 days, starting this Friday.
Karla Wood, Brier-shared that the Brier tree
lighting is this Saturday, Dec. 2nd and she requested that everyone
attend the event. Karla thanked the Council for allowing this event to take
place and for installation of the new tree in the
park.
Reports of
Committees & City Officials:
Mayor Kaemingk shared that Saturday, Dec 16th
from 9am-12pm there will be coffee with Interim Chief Hawley at City Hall. He
attended the Mayor's meeting on Monday, Nov. 27th
and shared what was discussed.
Councilmember Marley reviewed Claims on Nov. 24th.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of
the Brier City Council Minutes of November 14, 2023. Motion: Approve the Brier City
Council Minutes of November 14, 2023, Moved
by Councilmember Nick, Seconded by
Councilmember Gallagher.
Motion
Carried.
Hearings:
Mayor Kaemingk opened for Public Hearing regarding Ordinance No. 494,
adopting the 2024 Operating Budget at 7:17 PM. There were no public
comments from the people in attendance. Public Hearing closed at 7:18 PM.
New
Business:
Mayor Kaemingk
opened for consideration approval of the Personal
Service Contract for City Planner with Lee Michaelis. Motion: Approve the Personal
Service Contract for City Planner with Lee Michaelis, Moved by Councilmember Krienke, Seconded by Councilmember Lockhart. Motion
Carried.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Ordinance No. 494, adopting the 2024 Operating Budget. Motion: Approve Ordinance No. 494, adopting the 2024 Operating Budget, Moved by Councilmember Marley, Seconded
by Councilmember Gallagher. City Clerk Treasurer, Paula Swisher told
Council that $25,000 was added to the General Fund for the Financial Analysis
in 2024. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk opened for consideration approval to
appoint a council member to the Community Transit Board. Motion: Approve Councilmember Gallagher to the Community Transit
Board, Moved by Councilmember Nick, Seconded by Councilmember Lockhart. Motion
Carried.
Mayor Kaemingk opened for consideration approval to
cancel the City Council Workshop Meeting on Dec. 5th. Motion: Approve the cancellation of the
December 5th City Council Workshop Meeting, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the November 2023
Claim Checks. Motion: Approve the November 2023 Claim Checks No. 45174,
Checks No. 45179 through No. 45212 and EFT transaction
in the amount of $100,351.84. Moved by Councilmember Marley, Seconded
by Councilmember Gallagher. There was council
discussion. Motion Carried.
Mayor Kaemingk stated the Council needs to recess into an Executive
Session regarding the Laborers Union contract negotiations at 7:40 PM Motion: Recess to Executive Session pursuant
to RCW 42.30.110(D) regarding the Laborers Union contract negotiations for 15 minutes,
no action will be taken, Moved by
Councilmember Marley, Seconded by
Councilmember Krienke. Motion Carried.
Adjournment

declared the meeting adjourned at 8:00 PM.
