BRIER CITY COUNCIL MINUTES
January 23, 2024
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher,
Lockhart, Marley, Rosman, Allen and Othman.
Absent: Councilmember Krienke.
Staff: Clerk-Treasurer Swisher,
Deputy- Clerk Snowden, City Planner Michaelis.
Public
Requests & Oral Communications:
Joel Stuker, Brier, mentioned that the digital speed
sign in front of Brier Grocery is non-functional. He also asked that since people are moving
north from Seattle and living in RVs, if the city can install "no overnight
parking" signs in our parks and on streets, mainly on Brier Rd. Mayor Kaemingk also advised him to call the non-emergency
dispatch number and let them know if he sees anything suspicious.
Reports of
Committees & City Officials:
Mayor Kaemingk and Councilmember Gallagher attended
the Snohomish Co. Cities meeting and Councilmember Gallagher was elected to the
Snohomish Co. Regional Law and Justice Council. Councilmember Gallagher gave a brief review as to what the regional council
focuses their efforts on.
Councilmember Lockhart reviewed claims checks on
January 22nd.
Councilmember Rosman met with City Planner
Michaelis regarding the Comp plan.
Councilmember Gallagher attended the Community Transit
meeting and also sat in the radio room.

Mayor Kaemingk opened for consideration approval of the Brier City
Council Workshop Minutes of January 16, 2024. Motion: Approve the Brier City
Council Workshop Minutes of January 16, 2024. Moved by Councilmember Rosman, Seconded
by Councilmember Gallagher. Motion Carried.
Consent
Agenda:
Mayor Kaemingk opened for consideration approval to
authorize the emergency HVAC GF-6 replacement for an
amount up to $30,000. Motion: Approve

Carried.
Mayor Kaemingk opened for consideration approval of
the bid for the replacement of HVAC System 8 for an amount up to $30,000. Motion: Approve the bid for the
replacement of HVAC System 8 for an amount up to $30,000. Moved by Councilmember Marley, Seconded
by Councilmember Gallagher. Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
the Final Plat of Phillips Ridge SUB21-02, located at
22015 Old Poplar Way. Planner Michaelis gave an overview of the project. Council
discussion and clarification of project. Motion:
Approve the Final Plat of Phillips Ridge SUB21-02, located at 22015 Old Poplar
Way. Moved by Councilmember
Gallagher, Seconded by Councilmember
Allen. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk mentioned that there will not be a council
workshop meeting next week due to being the fifth week so the next meeting will
be on February 6.
Councilmember/Mayor Pro-Tem Lockhart stated that he
has assigned the committee reps:
Councilmember Lockhart: Budget
Councilmember Marley: Police Department
Councilmember Gallagher: Public Works Department
Councilmember Allen: Library Board
Councilmember Rosman: Parks Department Board
Councilmember Rosman distributed the summary of the
2024 proposed legislative priorities to the council. She and Mayor Kaemingk have
put together a list of three priorities pertaining to Brier that will include
revising the property tax cap from 1% to 3%, improving resources to hire police
officers and retaining local decision making authority
pertaining to housing and hiring. These
priorities will then be put into a letter signed by all the council members and
sent to our Legislative representatives. Motion:
Approve to send a letter to the Legislative representatives stating the City of
Briers priorities that will include revising the property tax cap from 1% to
3%, improving resources to hire police officers and retaining local decision making authority pertaining to housing and hiring. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher.
Motion Carried.
Councilmember Marley commented that the priorities primarily
around law enforcement should make the job more attractive by promoting job satisfaction
by enforcing the laws instead of just around money.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the December 31, 2023 Claim Checks. Motion: Approve the December 31, 2023 Claim Checks No. 45309 through No. 45319 and EFT
transactions in the amount of $70,354.11. Moved by Councilmember Lockhart, Seconded by Councilmember Marley.
Motion Carried.
Mayor Kaemingk opened for consideration approval of the January 2024
Claim Checks. Motion: Approve the January 2024 Claim Checks No. 45285,
Checks No. 45320 through No. 45356 in the amount of $440,582.28. Moved by
Councilmember Lockhart, Seconded by
Councilmember Gallagher. Motion Carried.
Adjournment
Mayor Kaemingk declared the meeting adjourned at 7:33 PM.
