BRIER CITY COUNCIL MINUTES

February 27, 2024

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley, Rosman, Allen and Othman.

Staff: City Planner Michaelis and Interim Chief Hawley

 

Public Requests & Oral Communications:

Julie O'Donnell, Brier - shared an update on the current activities of Brier Wildlife Habitat Project and introduced some volunteers who were present in the audience. The group has put an estimated 700 medallions on storm drains around the city and maintains pollination gardens at Brier Library and Brier Terrace middle school. Julie would like to request coordination with the City or Park Board to set up a volunteer party to remove ivy at City Light Woods. She also requested that the city preserve as many trees as possible and would like to see an information sign installed at the Brierwood Park wetland area.

 

Harmony Crawford, Brier - shared she is a Park Board member and would like to coordinate a plan to work with the Brier Wildlife Habitat Project.

 

Reports of Committees & City Officials:

Mayor Kaemingk attended the AWC Mayor Exchange in Olympia and gave the Council an update. He read into the record the public notice that the City of Brier is now accepting requests to consider suggested amendments for the 2024 City of Brier Comprehensive Plan.

 

Planner Michaelis gave a brief overview of the two processes the city will go through to update the City's Comprehensive Plan. There will be five different public meetings held through November 2024.

 

Councilmember Lockhart reviewed Claim Checks last Friday.

 

Councilmember Marley met with Interim Chief Hawley on February 16th and received an update on the department and current events.

 

Councilmember Rosman attended the Park Board meeting on February 15th and gave the Council an update. She also attends the Legislative updates every Friday.

 

Councilmember Gallagher met with Public Works and discussed that with the Berk financial analysis coming up, they will be assessing the older equipment they have.


Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of February 13, 2023. Motion: Approve the Brier City Council Minutes of February 13, 2023. Moved by Councilmember Lockhart, Seconded by Councilmember Rosman. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of February 20, 2023. Motion: Approve the Brier City Council Workshop Minutes of February 20, 2023. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the Berk Proposal for the financial analysis. Motion: Approve the Berk Proposal for the financial analysis. Moved by Councilmember Krienke, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the agreement with Liuna Laborers No. 242. Motion: Approve the agreement with Liuna Laborers No. 242. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.


New Business:

Mayor Kaemingk opened for consideration approval to confirm the Mayor's appointment of Kate Windus to the Civil Service Commission, Position No. 3 with a term set to expire October 31, 2025. Motion: Approve the Mayor's appointment of Kate Windus to the Civil Service Commission, Position No. 3 with a term set to expire October 31, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Lemme Secondary Dwelling Unit, Conditional Use Permit CUP23-12, located at 3120 236th St SW by Forrest & Kristine Lemme. Motion: Approve the Lemme Secondary Dwelling Unit, Conditional Use Permit CUP23-12, located at 3120 236th St SW by Forrest & Kristine Lemme. Planner Michaelis gave a brief overview of the permit. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk opened for consideration approval to cancel Council Workshop on March 5th, 2024. Motion: Approve to cancel Council Workshop on March 5th, 2024. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the February 2023 Claim Checks.  Motion: Approve February 2024 Claim Checks No. 45425 through No. 45429, Checks No. 45434 through No. 45469 and EFT transaction in the amount of $113,716.65. Moved by Councilmember Lockhart, Seconded by Councilmember Gallagher. There was council discussion. Motion Carried.
