BRIER CITY COUNCIL MINUTES

April 9, 2024

Mayor Pro-Tem Lockhart called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Councilmembers Gallagher, Krienke, Lockhart, Marley, Rosman, Allen and Othman.

Absent: Mayor Kaemingk.

Staff: Deputy Clerk Snowden and City Planner Michaelis.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Councilmember Gallagher attended a community transit meeting, stopped by the Dept. of Emergency Management office (DEM) to assist on identifying the gaps in communication in the emergency radio system.

Councilmember Lockhart reviewed claims checks.

Councilmember Rosman reported that the Egg Hunt went really well.

 

Approval of Minutes:

Mayor Pro-Tem Lockhart opened for consideration approval of the Brier City Council Minutes of March 26, 2024. Motion: Approve the Brier City Council Minutes of March 26, 2024. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

 

New Business:

Mayor Pro-Tem Lockhart opened for consideration for release of the maintenance assurance bond for the retaining wall located at 2409, 2412, & 2416 216th Pl SW for Vine 13, LLC in the amount of $160,500.00. City Planner Michaelis gave a brief review. Motion: Approve the release of the maintenance assurance bond for the retaining wall located at 2409, 2412, & 2416 216th Pl SW for vine 13, LLC in the amount of $160,500.00. Moved by Councilmember Allen, Seconded by Councilmember Gallagher. Motion Carried.

 

Consideration of BIDS, L.I.D's and Related Matters

Mayor Pro-Tem Lockhart opened for consideration to approve the purchase of the John Deere utility rake in an amount not to exceed $35,000.00. Motion: Approve the purchase of the John Deere utility rake in an amount not to exceed $35,000.00. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher. Council discussion regarding the specific usage/limitations of the rake and the amount being spent since this purchase was not in the budget. Motion: To withdraw the original motion to have further discussions with the Public Works Supervisor Steve Smith. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher, Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Rosman announced that Earth day is being observed in Brier on Sunday, April 21st and there will a number of community activities happening.


Auditing of Accounts:

Mayor Pro-Tem Lockhart opened for consideration approval of the March 2024 Payroll Checks. Motion: Approve March 2024 Payroll Checks No. 45516 through No. 45519 and EFT transactions in the amount of $201,716.15. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Pro-Tem Lockhart opened for consideration approval of the March 2023 Claim Checks. Motion: Approve the March 2024 Claims Checks No. 45556 through No. 45590 in the amount of $176,673.35. Moved by Councilmember Gallagher, Seconded by Councilmember Marley.Motion carried.
