BRIER CITY COUNCIL MINUTES
June 25, 2024
Mayor ProTem Lockhart called the regular Brier City
Council Meeting to order at 7:00PM and the flag salute was given.
Roll Call:
Present: Councilmembers Gallagher, Lockhart, Marley, Allen,
Krienke and Rosman.
Absent: Mayor Kaemingk and
Councilmember Othman.
Staff: Clerk-Treasurer Paula
Swisher.
Public
Requests & Oral Communications:
Jim Miller, Brier- Shared that they will be holding
an exercise in the radio room on Saturday the 29th if anyone would
like to attend.
Reports of
Committees & City Officials:
Councilmember Rosman
attended the Park Board meeting on the 12th and there was discussion
about all the summer events and food trucks. She shared that Mr. Stuker was in
attendance and he had concerns about amphitheater rentals in the future. Councilmember
Rosman also attended SeaCucumber day at Brier
Elementary on June 18th. Councilmember Lockhart reviewed claims
yesterday and attended a meeting at Mountlake Terrace today where leaders from
the surrounding area came together to brainstorm ideas about the future.
Councilmember Gallagher
attended the AWC Annual Conference in Vancouver last week.

Councilmember Gallagher made a correction to the minutes; he was absent on June
18th. Motion Carried.
Consent
Agenda:
Mayor ProTem Lockhart opened for consideration
approval to accept the changes to the updated Sno911 Interlocal Agreement. Motion: Approve to accept the changes
to the updated Sno911 Interlocal Agreement. Moved by Councilmember Allen, Seconded
by Councilmember Gallagher. Motion Carried.
Mayor ProTem Lockhart opened for consideration to
authorize the mayor's signature on the Interlocal Agreement - Amendment No. 2
with the Snohomish County Housing & Community Development Urban County Consortium.
Motion: Authorize the mayor's
signature on the Interlocal Agreement - Amendment No. 2 with the Snohomish
County Housing & Community Development Urban County Consortium. Moved by Councilmember Gallagher, Seconded by Councilmember Allen. Motion
Carried.
Mayor ProTem Lockhart opened for consideration to
authorize the mayor's signature on the Alderwood Water & Wastewater District
confidentiality and non-disclosure agreement. Motion: Authorize the mayor's signature on the Alderwood Water
& Wastewater District confidentiality and non-disclosure agreement. Moved by Councilmember Marley, Seconded by Councilmember Rosman.

Hearings:
Mayor ProTem Lockhart opened the Public Hearing on Resolution
No. 605, regarding adoption of the 2025-2030 Comprehensive Street Plan at 7:14
PM City Clerk Treasurer, Paula Swisher answered Councilmember Rosman questions
regarding sidewalks along 236th. M.L. Demorett,
Brier- Asked if the 2025-2030 Comprehensive Street Plan was published anywhere.
Mayor ProTem Lockhart closed the public hearing at 7:17 PM.
Consideration Of Bids, L.I.D.S & Related
Matters:
Mayor ProTem Lockhart opened for consideration
approval to purchase of the 2024 Ford F-150 pursuit rated Responder Crew Cab 4WD
vehicle in an amount not to exceed and up to $60,000.00 from State Contract
authorized dealer. Motion: Approve the
purchase of the 2024 Ford F-150 pursuit rated Responder Crew Cab 4WD vehicle in

dealer. Moved by Councilmember Krienke, Seconded by Councilmember Marley. Motion Carried.

Bothell, Darrington, Edmonds, Everett, Gold Bar, Granite Falls, Index, Lake
Stevens, Lynnwood, Marysville, Mill Creek, Monroe, Mountlake Terrace, Mukilteo,
Snohomish, Stanwood, Sultan and Woodway for the purpose of creating an award
process for tax revenues from Chapters 4.122 and 4.126, Snohomish County Code. Motion: Approve the Interlocal
Agreement between Snohomish County and the Local Agencies of Arlington, Brier,

Councilmember Rosman shared some concerns about the
curb work being done on Old Polar Way.

for consideration approval of the June 2023 Claim Checks No. 45765 through No.
45800 and EFT transaction in the amount of $216,743.46. Motion Carried. Motion: Approve the June 2023
