BRIER CITY COUNCIL MINUTES

July 9, 2024

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Krienke, Marley, Rosman, Allen, and Othman.

Absent: Councilmembers Gallagher and Lockhart

Staff: City Clerk Treasurer Swisher, Deputy Clerk Treasurer Snowden, City Planner Michaelis.

 

Presentation by BERK Consulting regarding the financial forecast of the City. Questions and comments from the Council regarding information. Mayor Kaemingk asked the public in attendance if they had questions or comments. Gary Morgan and Brad Krueger, both of Brier asked questions for clarification.

 

Public Requests & Oral Communications:

Gary Morgan, Brier liked the newsletter and asked if it was going to be put on the website.

 

Reports of Committees & City Officials:

Councilmember Marley reviewed claim checks on July 8th.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of June 25, 2024. Motion: Approve the Brier City Council Minutes of June 25, 2024. Moved by Councilmember Marley, Seconded by Councilmember Allen. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of July 2, 2024. Motion: Approve the Brier City Council Workshop Minutes of July 2, 2024. Moved by Councilmember Marley, Seconded by Councilmember Krienke. Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the agreement for Conflict Council Services with Christian Smith. Motion: Approve the agreement for Conflict Counsel Services with Christian Smith. Moved by Councilmember Rosman, Seconded by Councilmember Allen.

Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Kaemingk opened for consideration approval of the Carter Secondary Dwelling Unit Conditional Use Permit CUP23-08, located at 21821 Poplar Way by Indigo Enterprises, LLC. City Planner Michaelis gave a brief overview. Motion: Approve the Carter Secondary Dwelling Unit Conditional Use Permit CUP23-08, located at 21821 Poplar Way by Indigo Enterprises, LLC. Moved by Councilmember Krienke, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration approval to release the Performance Assurance for the Landscape Installation related to file No. LP23-06, for Boyd Lybeck located at 3107 227th Pl SW, in the amount of $32,135.58. City Planner Michaelis gave a brief overview. Moved by Councilmember Allen, Seconded by Councilmember Krienke. Motion Carried.


Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Resolution No. 607, setting Public Defense Standards. Motion: Approve Resolution No. 607, setting Public Defense Standards. Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk opened for consideration to appoint two councilmembers to the Snohomish County Urban County Consortium as a representative and an alternate. Motion: Approve to appoint Councilmember Rosman as the representative and Councilmember Allen as the alternate. Moved by Councilmember Othman, Seconded by Councilmember Marley. Motion Carried.

 

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the June 2024 Payroll Checks. Motion: Approve the June 2024 Payroll Checks No. 45802 through No. 45805 in the amount of $195,532.25. Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the June 2024 Claim Checks. Motion: Approve the June 2024 Claim Checks No. 45801, Checks No. 45806 through No. 45841 in the amount of $161,221.41. Moved by Councilmember Marley, Seconded by Councilmember Allen. Motion Carried.
