BRIER CITY COUNCIL MINUTES
September 10, 2024
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke,
Lockhart, Rosman, Allen and Othman.
Absent: Councilmember Marley.
Staff: Deputy Clerk Treasurer Carrie
Snowden and Police Chief Hawley.
Public

Reports of
Committees & City Officials:
Mayor Kaemingk opened for Chief Hawley to give a
Police Department update. Officer Alexis Brown was introduced by Chief Hawley and she gave a brief background on herself. Chief
Hawley gave a presentation regarding staffing, the types of calls the officers
are responding to and vehicle updates. Council discussion.
Mayor Kaemingk attended the Snohomish County Mayors
meeting and met with Congresswoman DelBene.
Councilmember Allen met with the Library
board on September 5.
Councilmember Lockhart reviewed claims checks.
Councilmember Gallagher attended the grand opening
of the light rail station in Edmonds.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of August 27, 2024. Motion: Approve
the Brier City Council Minutes of August 27, 2024. Moved by Councilmember Gallagher, Seconded by Councilmember Allen. Motion
Carried.
Consent
Agenda:
Mayor Kaemingk opened for consideration approval of
the amendment to the cost-of-living language in the
personal service contracts of the Clerk-Treasurer II, Deputy Clerk-Treasurer
and Public Works Supervisor. Motion:
Approve the amendment to the cost-of-living language in the personal service
contracts of the Clerk-Treasurer II, Deputy Clerk-Treasurer and Public Works
Supervisor. Moved by Councilmember
Rosman, Seconded by Councilmember
Gallagher. Motion Carried.
Mayor Kaemingk opened for consideration approval of
the updated contract for the City Planner with a cost-of-living amendment and
new wage scale. Motion: Approve the updated contract for the City Planner with a

by Councilmember Lockhart. Motion Carried.
New
Business:
Mayor Kaemingk opened for consideration approval to
submit a letter of support for the City of Kenmore to receive a grant for
culvert removal to facilitate fish bearing waterways. Motion:

Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk confirmed there will be a council workshop
meeting next week, September 17th.
Councilmember Gallagher reported that the Street Sweeper
broke and the parts to repair it were found to be very expensive. City Clerk
Paula Swisher found bond money/funding to help with those costs.
Councilmember Rosman asked Mayor Kaemingk if there has been any discussions during the Mayors meetings
regarding work force programs for the trade type jobs.
Auditing
of Accounts:
Mayor Kaemingk opened for
consideration approval of the August 2024 Payroll Checks. Motion: Approve the August 2024 Payroll
Checks No. 45928 through No. 45931 and EFT transactions in the amount of
$173,871.89. Moved by Councilmember
Lockhart, Seconded by Councilmember
Gallagher. Motion Carried.
Mayor Kaemingk opened for
consideration approval of the August 2024 Claim Checks. Motion: Approve the August 2024 Claim Checks No.
45964 through No. 45967, Check No 45969, Checks No. 45971 through No. 46003 in
the amount of $209,121.06. Voided Check No. 45963, Reissued to take advantage
of an early payment discount. Voided Check No. 45951 due to the incorrect
amount paid, reissued. Voided Check No. 45633 due to being lost in mail,
reissued. Moved
by Councilmember Lockhart, Seconded
by Councilmember Gallagher. Motion Carried.
