BRIER CITY COUNCIL MINUTES
September 24, 2024
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and the flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke,
Lockhart, Marley, Rosman, Allen and Othman.
Staff: Clerk-Treasurer Swisher and City Planner Michaelis.
Public
Requests & Oral Communications:
Steve Dekoekkoek, Brier-Asked what the next steps
are for the Comprehensive Plan. City Planner Michaelis went over the process.
Christopher Young, Camano Island-Shared that he has
discussed the mixed-use business zone with City Planner Michaelis before and he
was very helpful with information. Mr. Young would like to see the mixed-use
business zone adjusted to 7500 sq. ft. per business and 5 stories tall instead
of 3 stories.
Reports of
Committees & City Officials:
Mayor Kaemingk attended the Snohomish County Mayors
meeting and spoke with Councilmember Mead and Senator Stanford and believes
they will be helping with the funding of the Brier Park restrooms.
Councilmember Lockhart reviewed Claims and met with
the Mayor and Clerk-Treasurer Swisher to go over the Annual Report.
Councilmember Marley met with the Police Chief to
go over an application.
Councilmember Rosman attended the Parks Board
meeting.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City Council

Mayor Kaemingk
opened for consideration approval of the Brier City Council Workshop Minutes of
September 17, 2024. Motion: Approve the Brier City Council Workshop Minutes of

Councilmember Marley, Seconded by
Councilmember Krienke. Councilmember Rosman wanted it corrected that only the
Capital Facilities element was addressed during the Comprehensive Plan
discussion. Motion Carried.
Consent
Agenda:
Mayor Kaemingk opened for consideration approval of the new Police Chief contract for Alexander
Hawley. Motion: Approve the new
Police Chief contract for Alexander Hawley, Moved by Councilmember Allen, Seconded
by Councilmember Lockhart. Motion Carried.
Mayor Kaemingk opened for consideration approval of
the bid to clean the Brierwood Park stormwater vault by Aqualis
for an amount not to exceed $43,000.00. Motion:

There was council discussion. Motion Carried.

the updated Interlocal Agreement with Snohomish County
Department of Emergency Management. Motion:

Business:
Mayor Kaemingk opened for consideration approval to
release the Performance Assurance Bond for Seattle
Pacific Homes final paving for 223rd Pl SW, in the amount of
$70,510.92. City Planner Michaelis gave a brief overview. Motion: Approve to release the

Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for consideration
approval of Resolution No. 604-A, adopting the City's 2024 Comprehensive Plan
& Development Regulation annual amendment docket. Motion: Approve Resolution No. 604-A, adopting the City's 2024

was council discussion. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Rosman shared that the Parks Board thought
Seascare went well this year, and they would like to
help the Police Department with next year's National Night Out.
Councilmember Gallagher asked if there would be a
Workshop next week. Motion: Cancel the
October 1st workshop due to lack of business, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
Councilmember Lockhart shared that the City is very fortunate to have Chief Hawley and that despite
reports of crime going down in Washington, the statistics would prove
otherwise.
Councilmember Marley shared that he was in contact
with a citizen who was very pleased with the care and response time from City
Planner Michaelis regarding a matter.
Councilmember Lockhart also shared that when a neighbor
reported a hornet's nest in Brier Park, Clerk-Treasurer Swisher and Public
Works Supervisor Steve Smith were quick to respond and find a solution.
Auditing
of Accounts:
Mayor Kaemingk opened for
consideration approval of the September Claim Checks. Motion: Approve
the September 2024 Claim Checks No. 46005 through No. 46007, Checks No. 46012
through 46047 and EFT transaction in the amount of $313,775.64
and voided check No. 46004. Reason: spelled vendor name incorrectly, re-issued, Moved by
Councilmember Lockhart, Seconded by
Councilmember Gallagher. Councilmember Othman made a correction that the
correct amount on the register is $313,775.59, not $313,775.64. Motion Carried.
