BRIER CITY COUNCIL MINUTES
October 22, 2024
Mayor Pro-Tem Lockhart called
the regular Brier City Council Meeting to order at 7:00 PM and the flag salute
was given.
Roll Call:
Present: Councilmembers Allen, Gallagher, Krienke, Marley,
Othman, Rosman and Mayor Pro-Tem Lockhart.
Absent: Mayor Kaemingk.
Staff: City Clerk-Treasurer Swisher, City Planner
Michaelis and Police Chief Hawley.
Public

Reports of
Committees & City Officials:
Councilmember Gallagher attended the DEM radio room
testing, the Public Works meeting and the Grand Opening for the Regional
Justice Training Center in Arlington.
Councilmember Lockhart reviewed Claims.
Councilmember Rosman attended the Snohomish County Planning
meeting.
Approval
of Minutes:

consideration approval of the Brier City Council

consideration approval of the Brier City Council Workshop Minutes of October
15, 2024. 7:03 PM Motion: Approve the Brier City Council Workshop Minutes of

Councilmember Allen. Motion Carried.
Consent
Agenda:
Mayor Pro-Tem Lockhart opened
for consideration approval of the expenditure for the final HVAC replacement by
Gasline Mechanical in an amount not to exceed
$27,000.00. 7:03 PM Motion: Approve
the expenditure for the final HVAC replacement by Gasline
Mechanical in an amount not to exceed $27,000.00, Moved by Councilmember Marley, Seconded
by Councilmember Othman. Motion Carried.
Unfinished
Business:
Mayor Pro-Tem Lockhart opened for consideration approval of the scope & fee from Pace
Engineers for the amphitheater. There was council discussion. Councilmember
Rosman would like to see the voltage go from 110v to 220v and would like an
explanation on the increased cost of the project. 7:09 PM Motion: Approve the scope & fee from Pace Engineers for the
amphitheater, Moved by Councilmember
Rosman, Seconded by Councilmember
Gallagher. Motion Carried.
Hearings:
Mayor Pro-Tem opened for
the Public Hearing on local project review code amendment CA24-01. City Planner
Michaelis gave a brief overview of the code amendment. Mayor Pro-Tem
Lockhart opened the public hearing at 7:12 PM. M.L. Demorett,
Brier- asked why this amendment is happening. Mayor Pro-Tem
Lockhart closed the public hearing at 7:14 PM.
New
Business:
Mayor Pro-Tem Lockhart
opened for consideration approval of the Performance Assurance request for
release of bonds from Majestic View Homes, LLC, for The Jefferson Park II:
$37,800.00 for Tree Protection and $37,500.00 for the Installation of the
Shared Driveway.
7:14 PM Motion:

Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Rosman wanted to share that there
will be a Town Hall meeting at Edmonds Woodway High school to discuss Public
Education Funding tomorrow night.
Councilmember Gallagher opened for consideration the
approval of the funding for a new Deputy Clerk Treasurer/Records Coordinator
position. 7:22 PM Motion: Approve
funding for a new Deputy Clerk Treasurer/Records Coordinator position, Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart.
There was council discussion. Motion Carried.
Auditing
of Accounts:
Mayor Pro-Tem Lockhart opened for consideration approval of the
October 2024 Claim Checks. 7:57 PM Motion: Approve October 2024
Claim Checks No. 46086 through No. 46088, Checks No. 46094 through No. 46115 in
the amount of $37,478.29, Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.

adjourned at 7:58 PM.
