Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

Roll Call:

Present: Mayor Kaemingk, Councilmembers Allen, Gallagher, Lockhart, Marley, Othman, and Rosman.

Absent: Councilmember Krienke.

Staff: City Planner Michaelis and Clerk-Treasurer Swisher.

Public Requests & Oral Communications:

Jim Miller, Brier-Reported on the Department of Emergency Management quarterly exercise that they performed in the radio room this past weekend and shared that they have a new operator, John Bush.

Brad Schneider, Brier-Asked if a citizen can help clear downed trees during a storm or emergency situation. He also inquired if Brier would be installing any traffic lights to help with the increased traffic due to the light rail.

Reports of Committees & City Officials:

Councilmember Lockhart reviewed claims checks.

Mayor Kaemingk stopped by the radio room last week.

Councilmember Othman and Councilmember Rosman attended the State Auditors Entrance Audit Conference for 2022-2023.

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of November 12, 2024. Motion: Approve the Brier City Council Minutes of November 12, 2024, Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the agreement for Public Defender Services with John Rongerude. Clerk-Treasurer Swisher gave a brief overview and answered questions from the council. Motion: Approve the agreement for Public Defender Services with John Rongerude, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

Mayor Kaemingk opened for consideration approval of the agreement with WC3 for Building Official, Inspection and Plans Examining Services. Motion: Approve the agreement with WC3 for Building Official, Inspection and Plans Examining Services, Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.

Hearings:

Mayor Kaemingk opened the second Public Hearing on the Draft Budget for 2025 and Ordinance No. 499, adopting the Budget at 7:21 PM. Mayor Kaemingk closed the Public Hearing at 7:22 PM.

Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Ordinance No. 499, adopting the 2025 Annual Operating Budget. Motion: Approve Ordinance No. 499, adopting the 2025 Annual Operating Budget, Moved by Councilmember Rosman, Seconded by Councilmember Gallagher. There was Council discussion. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Council discussed the upcoming meetings for December. Councilmember Rosman reminded everyone that the Tree Lighting is December 7^th at 6 PM.

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the November 2024 Claim Checks. Motion: Approve the November 2024 Claim Checks No. 46181 through No. 46214 and EFT transaction in the amount of $155,433.86, Moved by Councilmember Lockhart, Seconded by Councilmember Gallagher. Motion Carried.
