BRIER CITY COUNCIL MINUTES
January 14, 2025
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and the flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Marley, Lockhart, and Rosman.
Absent: Councilmember Othman.
Staff: Police Chief Hawley and
City Attorney Dawn Reitan.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Police Chief Hawley gave a brief overview of the
2024 Police Department Annual Report and informed the Council about department
highlights, updates and goals for 2025. There was Council discussion.
Councilmember Lockhart reviewed the Claim Checks.
Councilmember Allen attended the Library
board meeting last Thursday.
Councilmember Gallagher attended the Radio room
meeting and the Community Transit meeting.
Councilmember Rosman attended the Parks board
meeting and met with Clerk-Treasurer Swisher to discuss grants for public
requests and other services.
Mayor Kaemingk attended the DEM meeting and
Snohomish County Mayor's meeting.
Mayor Kaemingk asked to move (New Business 9.B) to
the next item on the agenda.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of December 17, 2024. Motion: Approve

Mayor Kaemingk opened for consideration approval of
the Transportation Improvement Board Agreement for replacement flashing

Mayor Kaemingk opened for consideration approval of the Interlocal Agreement with South County Fire
regarding Fire Code Official Services. Motion: Approve the Interlocal

was council discussion. Motion Carried.
Hearings:
Mayor Kaemingk opened for the Public Hearing on
Resolution No. 605.A, regarding Amendment & Adoption of the 2025-2030
Comprehensive Street Plan. The Public Hearing opened at 7:37:15PM. There was no
public in attendance. The Public Hearing closed at 7:37:26PM.
New
Business:
Mayor Kaemingk opened for consideration approval of
the Maintenance Assurance Bond Release for the Estate of Dreams located at 223rd
Pl SW, by Seattle Pacific Homes. Motion:

Mayor Kaemingk opened for consideration approval of the Memorandum of Understanding regarding the

Mayor Kaemingk opened the public comment period
regarding the Council's decision to introduce a Levy LID Lift to help fund
public safety & other city services. Statements both for and against. The public comment period was opened at 7:38
PM. City Attorney, Dawn Reitan, gave an overview of the Levy LID Lift and the ballot
process. There was council discussion. The public comment period was closed at 7:57
PM.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Resolution No. 605.A, regarding Amendment & Adoption of the 2025-2030 Comprehensive
Street Plan. Motion: Approve Resolution

Plan., Moved by Councilmember
Gallagher, Seconded by Councilmember
Rosman. Councilmember Rosman requested that the next update of the Street Plan
(2026-2031) include a traffic study of Brier
Road. There was council discussion.
Motion Carried.
Mayor Kaemingk said that there will be a Workshop
meeting next Tuesday.
Councilmember Rosman asked if anyone would like to
use her ticket and attend the Snohomish County Cities meeting this Thursday.
Mayor Kaemingk opened for consideration approval of
the Mayor Pro-Tem appointment and opened for
nominations from the Council. Councilmember Rosman nominated Councilmember
Marley. Councilmember Gallagher nominated himself. The vote was split 3-3.
Mayor Kaemingk cast the deciding vote for Councilmember Gallagher as Mayor Pro-Tem.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the
December 2024 and January 2025 Claim Payments.
Motion: Approve the December
24, 2024, Claims Vouchers (Checks) Numbers: 46250 through 46292 totaling $159,289.39,
December 24, 2024, Claims Electronic Payment Date:
December 20, 2024, totaling $1.22, December 2024 Voided Claims Voucher
(Check) Number 46320 for $99.96. Reason: Incorrect Amount Paid, Reissued with
Check Number 46340, Moved by Councilmember

Mayor Kaemingk opened for consideration approval of the December 2024
and January 2025 Payroll Payments. Motion: Approve December 2024 Payroll Vouchers (Checks) Numbers: 46294 through
46297 totaling $34,449.04, December 2024 Payroll Electronic Payments Dates of
December 27, 2024 and January 2, 2025, totaling $182,309.29.
Moved by Councilmember Lockhart, Seconded by Councilmember Marley. Motion
Carried.
