BRIER CITY COUNCIL MINUTES

February 11, 2025

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk Councilmembers Allen, Gallagher, Krienke, Lockhart, Marley, Othman and Rosman

Staff: Deputy Clerk-Treasurer Snowden, City Planner Michaelis and Police Chief Hawley

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Mayor Kaemingk met with the Boy Scouts, Department of Emergency Management, Snohomish Co. Mayors, Snohomish Co Board of Health, Transportation and Brightwater,

Councilmember Gallagher reviewed claims, gave an update on Community Transit and sat in the radio room.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of January 28, 2025. Motion: Approve the Brier City Council Minutes of January 28, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.

 

Unfinished Business:

Mayor Kaemingk opened for consideration for the City of Brier Proposition No. 1 - Brier seeks voter approval for a Levy Lid Lift to fund Public Safety & other Governmental Services.

Jacqueline Vandivort, Brier- asked how many additional employees are anticipated to be hired and are there job descriptions for these positions. Will this levy lid lift also allow an off leash dog park and the opening of 236th?

 

Mayor Kaemingk opened for consideration approval to hold a Public Meeting on Saturday, March 29, 2025. Motion: Approve to hold a Public Meeting on Saturday, March 29, 2025. Moved by Councilmember Lockhart, Seconded by Councilmember Gallagher. Motion Carried. Mayor Kaemingk reminded the council that if more than 3 members decide to attend, we need to post notice for the public meeting so let City Clerk Swisher know if you're attending.

 

Mayor Kaemingk invited Officer Reimer to come up and introduce herself. She gave a brief statement about herself and what she's doing within the department. Coffee with the Cop will be on Saturday, February 22, 9:00 to 11:00am at Brier City Hall.


Mayor Kaemingk opened for consideration approval to appoint the Proposition No. 1 Pro/Con Committee Members. Motion: Approve to appoint Leslie Hynes, Steve Dekoekkoek, and Dave Johnson to serve as the Pro Committee for the ballot measure seeking a levy lid lift for public safety on the April 22, 2025 special election ballot. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

Motion: Approve to appoint Jacqueline Vandivort to the Con Committee for the ballot measure seeking a levy lid lift for public safety on the April 22, 2025 special election ballot. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Rosman spoke about the legislative updates. Council discussion.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the February 2025 Claim Vouchers (Checks). Motion: Approve the February 2025 Claim Vouchers (Checks) No. 46385 through No. 46426, totaling $147,557.51.Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the January 2025 Payroll Voucher (Checks). Motion: Approve the January 2025 Payroll Voucher (Checks) No. 45349 through No. 46352, totaling $35,487.19. Moved by Councilmember Gallagher, Seconded by Councilmember Allen. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the January 2025 Payroll Electric Payments, totaling $165,989.14. Motion: Approve the January 2025 Payroll Electric Payments, totaling $165,989.14. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Voided Voucher (Checks) No. 46355 for $174.00. Reason: Incorrect amount paid, reissued. Motion: Approval of voided voucher (check) No. 46355 in the amount of $174.00. Moved by Councilmember Gallagher, Seconded by Councilmember Allen. Motion Carried.
