BRIER CITY COUNCIL MINUTES

March 11, 2025

Mayor Pro-Tem Gallagher called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk Councilmembers Allen, Krienke, Lockhart, Marley, Gallagher and Rosman

Absent: Councilmember Othman

Staff: Clerk-Treasurer Swisher

 

Public Requests & Oral Communications:

Jim Miller, Brier-He would like to thank the City for ordering batteries for the Radios in the Radio Room.

 

Reports of Committees & City Officials: None.

 

Approval of Minutes:

Mayor Pro-Tem Gallagher opened for consideration approval of the Brier City Council Minutes of February 25, 2025. Motion: Approve the Brier City Council Minutes of February 25, 2025, Moved by Councilmember Allen, Seconded by Councilmember Lockhart. Motion Carried.

 

Unfinished Business:

Mayor Pro-Tem Gallagher opened for consideration City of Brier Proposition No. 1 – Brier seeks voter approval for a Levy Lid Lift to fund Public Safety & Other Governmental Services.

 

The public was afforded an approximately equal opportunity for the expression of an opposing or supporting view on this topic.

 

Jim Miller, Brier-Stated that he is in favor of the Levy Lid Lift. He looked at this most recent Property Tax increase and noticed that less than 10% goes to the City of Brier.

 

Mayor Pro-Tem Gallagher opened for consideration second review and approval of the Comcast Franchise renewal.


New Business:

Mayor Pro-Tem Gallagher opened for consideration approval of the Mayor's re-appointment of Denise Ibrahim to Library Board position No. 3 with a term set to expire December 31, 2028. Motion: Approve the Mayor's re-appointment of Denise Ibrahim to Library Board position No. 3 with a term set to expire December 31, 2028, Moved by Councilmember Krienke, Seconded by Councilmember Allen. Motion Carried.

Mayor Pro-Tem Gallagher consideration approval of the Mayor's re-appointment of Melissa Russell to Library Board position No. 2 with a term set to expire December 31, 2028. Motion: Approve the Mayor's re-appointment of Melissa Russell to Library Board position No. 2 with a term set to expire December 31, 2028, Moved by Councilmember Krienke, Seconded by Councilmember Allen. Motion Carried.

 

Mayor Pro-Tem Gallagher consideration approval to release the Performance Assurances Bond for Right of Way restoration located at 21615 Poplar Way in the amount of $99,500.00. Motion: Approve to release the Performance Assurances Bond for Right of Way restoration located at 21615 Poplar Way in the amount of $99,500.00, Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Pro-Tem Gallagher opened for consideration approval of Resolution No. 611, declaring certain property as surplus and authorizing disposition thereof. Motion: Approve Resolution No. 611, declaring certain property as surplus and authorizing disposition thereof, Moved by Councilmember Rosman, Seconded by Councilmember Lockhart. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Pro-Tem Gallagher wanted to let Council know that there will be a Workshop meeting held next Tuesday, the 18th. Councilmember Rosman gave a Legislative update. She also gave an update that the 5th blinking light will be approximately 50 yds aways from the one on Poplar Way.


Auditing of Accounts:

Mayor Pro-Tem Gallagher opened for consideration approval of the March 2025 Claim Vouchers (Checks). Motion: Approve the March 2025 Claim Vouchers (Checks) No. 46472 through No. 46504 totaling $179,101.13, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of the March 2025 Voided Vouchers (Checks). Motion: Approve the March 2025 Voided Voucher (Check) No. 46428 totaling $468.00. Reason: Incorrect amount remitted, will reissue, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
