BRIER CITY COUNCIL MINUTES

May 27, 2025

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Allen, Gallagher, Krienke, Lockhart, Marley, Othman and Rosman.

Staff: Clerk-Treasurer Swisher, City Planner Michaelis, Deputy Clerk-Treasurer Snowden.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Mayor Kaemingk attended the Snohomish Mayors meeting.

Councilmember Allen attended the Parks Board meeting on May 14th.

Councilmember Gallagher reviewed claims and sat in the radio room.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration for approval of the Brier City Council Minutes of May 13, 2025. Motion: Approve the Brier City Council Minutes of May 13, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Allen. Motion Carried.

 

Mayor Kaemingk opened for consideration for approval of the Brier City Council Workshop Minutes of May 20, 2025. Motion: Approve the Brier City Council Workshop Minutes of May 20, 2025. Moved by Councilmember Rosman, Seconded by Councilmember Lockhart. Motion Carried.

 

Consent Agenda:

Mayor opened for consideration of the memorandum of understanding with the Teamsters Union for police mandatory overtime. Motion: Approve the memorandum of understanding with the Teamsters Union for police mandatory overtime. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.

 

New Business:

Mayor Kaemingk opened for consideration to confirm the appointment of Brad Krueger to the Planning Commission Position #1 with a term set to expire January 31, 2027.  Motion:  Approve the appointment of Brad Krueger to the Planning Commission #1 with a term set to expire January 31, 2027. Moved by Councilmember Allen, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Kaemingk opened for consideration to release the final paving and erosion control performance bonds for Phillips Ridge Partners, LLC in the amounts of $42,159.00 and $82,558.13. City Planner Michaelis gave a brief overview. Motion: Approve the release of the final paving and erosion control performance bonds for Phillips Ridge Partners, LLC in the amounts of $42,159.00 and $82,558.13. Moved by Councilmember Marley, Seconded by Councilmember Allen. Motion Carried.

 

Ordinances, Resolutions and orders:

Mayor Kaemingk opened for consideration for approval of Ordinance No. 502, regarding the amendment of City Hall office hours. Motion: Approve Ordinance No. 502, regarding the amendment of City Hall office hours. Moved by Councilmember Rosman, Seconded by Councilmember Lockhart. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Gallagher will be out of town for the next meeting.

Councilmember Rosman stated that her last council meeting will be on June 24 due to moving out of the area.

Mayor Kaemingk opened for consideration to cancel the next council workshop meeting on June 3, 2025. Motion: Approve to cancel the next council workshop meeting on June 3, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the May 2025 Claim Checks.

 

May 2025 Claim Checks No. 46662 through 46697 in the amount of $142,819.99. Motion: Approve the May 2023 Claim Checks No. 46662 through No. 46697 in the amount of $142,819.99. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

May Claims Electronic Payment of $4,287.30. Motion: Approve May Claims Electronic Payment of $4,287.30. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Executive Session:

Mayor Kaemingk stated that we would go into executive session as allowed by RCW 42.30.110(g) to consider the qualifications of an applicant for public employment or review the performance of a public employee. Motion: Approve to move into executive session at 7:16PM to evaluate the qualifications or review the performance of a public employee for 15 minutes with the possibility of returning for business. Mayor Kaemingk resumed the council meeting at 7:34 PM with no further business. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Carried.

 

Adjournment

Mayor Kaemingk declared the meeting adjourned at 7:34 PM.
