BRIER CITY COUNCIL MINUTES
June 10, 2025
Mayor Pro-Tem Gallagher called the regular Brier
City Council Meeting to order at 7:00 PM and flag
salute was given.
Roll Call:
Present: Mayor Pro-Tem Gallagher, Councilmembers Allen,
Councilmember Krienke, Lockhart, Marley, Othman and Rosman.
Absent: Mayor Kaemingk.
Staff: City Planner Michaelis and
Deputy Clerk-Treasurer Snowden.
Public
Requests & Oral Communications:
Jim Miller, Brier, is
attending the council meeting on behalf of the League of Women's Voters to
document the meeting in a complete, factual and unbiased form to be sent into
the League and publish to the public using social media and print..
By publishing the doings of the Council more broadly, this is in hopes to strengthen
the relationship between the citizens and the Council.
Shelby, who is with Congresswoman DelBene's office
and is the Snohomish County Council liaison stopped by to say hi.
Reports of
Committees & City Officials:
Councilmember Rosman met with Chief Hawley to
discuss items for the upcoming FAQ.
Councilmember Gallagher reviewed claims checks,
attended the Community Transit meeting and sat in the radio room.
Approval
of Minutes:
Mayor Pro-Tem Gallagher opened for consideration
approval of
the Brier City Council Minutes of May 27, 2025. Motion: Approve the Brier City
Council Minutes of May 27, 2025. Moved by Councilmember Allen, Seconded by Councilmember Lockhart. Motion Carried.
Hearings:
Mayor Pro-Tem Gallagher opened the Public Hearing and consideration of
Home Occupation Business license No. 605892550,
located at 3102 232nd St SW, by Sarah Seitz for Sweet Brier Floral. The public hearing
opened at 7:04 PM. Deputy Clerk-Treasurer gave a brief overview of the proposed
business. Ms. Seitz introduced herself and spoke about her business. She also
asked if the Council could look into changing the
35-ft set back rule for this type of situation. The public hearing was closed at 7:09 PM. No comments from the public. There was council discussion regarding the
35-ft setback of the floral cart and updating the Brier Municipal Code. Motion:
Approve Home Occupation Business License No. 605892550 for Sarah Seitz
located at 3102 232nd St SW, Brier as submitted with the amendment
of deleting the condition requested by staff. Moved by Councilmember Marley, Seconded
by Councilmember Krienke. Motion Carried.
Consideration Of Bids, L.I.D.S & Related
Matters:
Mayor Pro-Tem Gallagher opened for consideration approval to accept the bid and award the
contract for the rapid flashing beacons to Reaper Construction for an amount
not to exceed $115,000.00. Motion: Approve the bid and award the
contract for the rapid flashing beacons to Reaper Construction for an amount
not to exceed $115,000.00. Moved by
Councilmember Rosman, Seconded by
Councilmember Marley. Motion Carried.
Mayor Pro-Tem Gallagher opened for consideration
approval to accept the bid and award the contract for the amphitheater site
work to Always Active Services, LLC for an amount not
to exceed $165,000.00. Motion: Approve the bid and award the
contract for the amphitheater site work to Always Active Services,
LLC for an amount not to exceed $165,000.00. Moved by Councilmember Allen, Seconded
by Councilmember Lockhart. Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Pro-Tem Gallagher opened for consideration
approval of Resolution No. 612, consideration of the resolution of Council's
intent to amend the zoning code to allow Assisted Living Facilities in the Neighborhood
Business Zone and the Single-Family Residential RS-12,500
zone. This is not the resolution for the amendment but intended to direct
Staff to begin the code amendment process. Motion: Approve Resolution
No. 612 to direct staff to begin on the code amendment process to amend the
zoning code to allow Assisted Living Facilities in the Neighborhood Business
Zone and the Single-Family RS-12,500 zone. Moved by Councilmember Marley, Seconded
by Councilmember Rosman. Motion Carried.
Miscellaneous Business by Call of Councilmembers
& City Officials:
Councilmember Rosman
provided a list to council of passed legislative matters with possible impact to Brier.
Auditing of Accounts:
Mayor Pro-Tem Gallagher
opened for consideration approval of the May 2025 Claim Checks.
May 2025 Claim Check No. 46698, Checks No. 46702 through 46745 in
the amount of $199,465.08. Motion:
Approve the May 2023 Claim Check No. 46698, Checks No. 46702 through 46745 in
the amount of $199,465.08. Moved by
Councilmember Gallagher, Seconded by
Councilmember Marley. Motion Carried.
