BRIER CITY COUNCIL MINUTES
July 8, 2025
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Krienke, Gallagher,
Lockhart and Marley.
Absent: Councilmembers Othman and
Allen.
Staff: City
Planner Lee Michaelis
Public
Requests & Oral Communications:
Mayor Kaemingk attended his usual meeting.
Councilmember Gallagher reviewed Claims and
attended a Community Transit meeting. He shared that they got the 800 MHz radio
working in the radio room.
Reports of
Committees & City Officials:
Jim Miller, Brier- is
here as an observer for the League of Women's Voters.
Shawn Parsons, Brier-shared
that a friend from Woodway said they have a driver's license tax and started to
charge a utility tax in the City of Woodway.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of
the Brier City Council Minutes of June 24, 2025. Motion: Approve Brier City Council Minutes of June 24, 2025, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion
Carried.
Hearings:
Mayor Kaemingk opened for the Public Hearing on
Code Amendment CA25-01, regarding New Zoning Code Regulations for Middle
Housing and Accessory Dwelling Units. City Planner Michaelis gave a brief
overview and thanked the Brier Residents, City Council and Planning Commission
for the time and input that was put into the code amendment. There was council
discussion.
Mayor Kaemingk opened the Public Hearing at 7:08 PM.
ML DeMorett, Brier- asked City Planner Michaelis if the city was exempt from
cottage housing and stacked apartments, which he stated it is. Mayor Kaemingk
closed the Public Hearing at 7:09 PM.
New
Business:
Mayor Kaemingk opened for discussion and
consideration of the Appointment to fill the vacant Council At-Large position.
(Appt Would Begin 8/1/2025) Motion: Approve the
appointment of Shawn Parsons to fill the vacant Council At-Large position, Moved by Councilmember Marley, Seconded by Councilmember Gallagher.
Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Ordinance No. 503, consideration of adding Chapter 16.34 to Title 16
Subdivisions and the amendment of Chapter 17.04, Chapter, 17.24, Chapter 17.29,
and Chapter 17.48 of Title 17 Zoning of the Brier Municipal Code to allow
Accessory Dwelling Units and to permit various housing types to support Middle
Housing. Motion: Approve Ordinance No.
503, consideration of adding Chapter 16.34 to Title 16 Subdivisions and the amendment
of Chapter 17.04, Chapter, 17.24, Chapter 17.29, and Chapter 17.48 of Title 17
Zoning of the Brier Municipal Code to allow Accessory Dwelling Units and to permit
various housing types to support Middle Housing, Moved by Councilmember Marley, Seconded
by Councilmember Krienke. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk told
council that there will be a workshop meeting next week to discuss a Franchise
Agreement.
Councilmembers Krienke
and Lockhart will not be at next week's meeting.
Councilmember Marley
reminded everyone that Music in the Park will be tomorrow.
Councilmember Gallagher said
a ham operator donated radio equipment, but the equipment is old and not able
to be repaired. Motion: Approve
donation of the donated ham radio equipment, Moved by
Councilmember Gallagher, Seconded by
Councilmember Marley. Motion Carried.

Mayor Kaemingk opened for consideration approval of the June 2025 Claim
and Payroll Checks.
