BRIER CITY COUNCIL MINUTES
August 12, 2025
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff: Clerk Treasurer Swisher
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Mayor Kaemingk attended the Board of Health
meeting, regular Mayor's meetings and Regional Aquatics meeting, which includes
the cities of Brier, MLT, Edmonds, Woodway, Shoreline and Bothell.
Councilmember Gallagher reviewed Checks and attended
the Community Transit meeting. He reported that Community Transit revenue is down.
Councilmember Allen reminded everyone that Seascare is tomorrow. He also informed council that Parks
Board member Hendrickson resigned from the Parks Board as of July.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City

Consideration
of BIDS, LIDS & Related Matters:
Mayor Kaemingk opened for consideration of the bid award for the decant
facility to Interwest Construction in the amount of
$1,536,535.65. Clerk Treasurer Swisher
gave a brief overview. Motion: Approve the bid award for the

Councilmember Marley, Seconded by
Councilmember Lockhart. Motion Carried.
Mayor Kaemingk opened for consideration of the bid award for the crack sealing project to Liberty
Asphalt in the amount of $20,680.87. Motion:

Ordinance,
Resolutions & Orders:
Mayor Kaemingk opened for consideration of
Ordinance No. 505, amending Chapter 3.12 of the Brier Municipal Code to levy
utility taxes on sewerage businesses, storm and surface water businesses, and
water distribution businesses within the city. Motion: Approve Ordinance No. 505, amending Chapter 3.12 of the

surface water businesses, and water distribution businesses within the city, Moved by Councilmember Allen, Seconded by Councilmember Parsons.
There was council discussion. Clerk Treasurer Swisher gave a brief overview and
explanation of the utility tax. Councilmember Othman voted no. Motion Carried.
Mayor Kaemingk opened for consideration of Resolution
No. 613, setting a Public Hearing for August 26, 2025
regarding the establishment of a Transportation Benefit District pursuant to
Chapter 36.73 RCW. Motion: Approve
