BRIER CITY COUNCIL MINUTES
September 23, 2025
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk Councilmembers Allen, Krienke,
Lockhart, Marley, Othman and Parsons.
Absent: Councilmember Gallagher.
Staff: Clerk-Treasurer Swisher, City Planner Michaelis,
City Attorney Reitan and Deputy Clerk Treasurer Snowden.
Public
Requests & Oral Communications:
Brad Krueger, Brier - thanked council for the
newsletter and wanted to encourage council to find other methods of
communication to get the information presented in the newsletter out to
residents.
Fari Nisha, crossing of 228th
SW / Atlas Rd - wanted to request speed bumps to be installed in front of
his house to slow vehicles down. Mayor
Kaemingk mentioned that even though this location is just outside of Brier city
limits, he will speak to the Police Chief regarding the speed of vehicles
coming from Brier.
Reports of
Committees & City Officials:
Mayor Kaemingk attended the usual meetings including
the Snohomish County Mayors meeting, Snohomish County Board of Health meeting
and Sno911 monthly meeting.
Councilmember Parsons attended the Park Board
meeting in place of Councilmember Allen.
Clerk-Treasurer Swisher mentioned that Councilmember
Gallagher reviewed claims checks.

Business:
Mayor Kaemingk opened for consideration of the Mayor's appointment of Kate Windus to the Civil Service Commission
with a term set to expire October 31, 2031. Motion: Approve the Mayor's appointment of Kate Windus to the Civil
Service Commission with a term set to expire October 31, 2031. Moved by Councilmember Allen, Seconded by Councilmember Marley. Motion
Carried.
Mayor Kaemingk opened for consideration of the Mayor's appointment of Heather Gates to the Parks Board
Position No. 6 with a term set to expire September 15, 2029. Motion: Approve the Mayor's appointment
of Heather Gates to the Parks Board Position No. 6 with a term set to expire September 15, 2029. Moved by Councilmember Allen, Seconded
by Councilmember Marley. Motion Carried.
Mayor Kaemingk opened for consideration to release
the Performance Assurance Bond related to erosion control for the Klimenko Short
Plat located at 23014 25th Ave W. City Planner Michaelis gave a
brief overview. Motion: Approve to

Miscellaneous
Business by Call of Councilmembers & City Officials:
Clerk-Treasurer Swisher spoke to the Council
regarding the possibility of opening up the position
of Building Official again due to City Planner Michaelis being overloaded with
Code Enforcement duties along with working with the current building official
(WC3) on plan reviews and tracking building inspections. By hiring this position, this would alleviate
some of the pressure on the City Planner and the Administrative Assistant.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the September 2025
Claim Checks.
