BRIER CITY COUNCIL MINUTES

October 14, 2025

Mayor Pro-Tem Gallagher called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Pro-Tem Gallagher, Councilmembers Allen, Marley, Lockhart, Othman and Parsons.

Absent: Councilmember Krienke and Mayor Kaemingk.

Staff: City Planner Michaelis.

 

Public Requests & Oral Communications:

Jim Miller, Brier-asked Council why Councilmembers Allen and Parson were running for the same position on the voter's pamphlet.

 

Reports of Committees & City Officials:

Councilmember Gallagher attended the Community Transit meeting.

 

Approval of Minutes:

Mayor Pro-Tem Gallagher opened for consideration approval of the Brier City Council Minutes of September 23, 2025. Motion: Approve the Brier City Council Minutes of September 23, 2025, Moved by Councilmember Parsons, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of the Brier City Council Workshop Minutes of October 7, 2025. Motion: Approve the Brier City Council Workshop Minutes of October 7, 2025, Moved by Councilmember Allen, Seconded by Councilmember Parsons. Councilmember Allen pointed out a typo on Item No. 3 "Facilities." Motion Carried.

 

Hearings:

Mayor Pro-Tem Gallagher opened the Public Hearing regarding the adoption of Resolution No. 614, adopting a Six Year Comprehensive Street Program at 7:07 PM. Closed the Public Hearing at 7:08 PM.


Mayor Pro-Tem Gallagher opened for consideration approval to release the stormwater detention vault maintenance bond for the Estate of Dreams subdivision in the amount of $487,500.00. Motion: Approve to release the stormwater detention vault maintenance bond for the Estate of Dreams subdivision in the amount of $487,500.00, Moved by Councilmember Allen, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval to release the subdivision maintenance bond for the Estate of Dreams subdivision in the amount of $79,098.29. Motion: Approve to release the subdivision maintenance bond for the Estate of Dreams subdivision in the amount of $79,098.29, Moved by Councilmember Parsons, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of the fuel purchase request from KBT Distributing in an amount not to exceed $22,000.00. Motion: Approve the fuel purchase request from KBT Distributing in an amount not to exceed $22,000.00, Moved by Councilmember Lockhart, Seconded by Councilmember Marley. Motion Carried.


Ordinances, Resolutions & Orders:

Mayor Pro-Tem Gallagher opened for consideration approval of Resolution No. 614, adopting a Six Year Comprehensive Street Program. Motion: Approve Resolution No. 614, adopting a Six Year Comprehensive Street Program, Moved by Councilmember Marley, Seconded by Councilmember Allen. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of Resolution No. 615, regarding the intent to assume the Brier Transportation Benefit District. Motion: Approve Resolution No. 615, regarding the intent to assume the Brier Transportation Benefit District, Moved by Councilmember Allen, Seconded by Councilmember Parsons. Councilmember Marley said a Public Hearing on this topic will be held October 28th and Councilmember Parson shared that its cost savings to have only one board. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Pro-Tem Gallagher shared that there will not be a Workshop meeting on the 21st.


Auditing of Accounts:

Mayor Pro-Tem Gallagher opened for consideration approval of the October 2025 Claim and September 2025 Payroll Checks.

Roll Call:

Present: Chair Pro-Tem Gallagher, Board Members Allen, Marley, Lockhart, Othman and Parsons.

Absent: Board Member Krienke and Chair Kaemingk.

Staff: City Planner Michaelis.


Public Requests & Oral Communications:

Jim Miller, Brier- asked where the Agenda for the Special Meeting was posted since he did not see it posted online.

 

Reports of Committees & City Officials: None.
