BRIER CITY COUNCIL MINUTES
October 28, 2025
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff: Clerk-Treasurer Swisher
and Deputy Clerk-Treasurer Snowden.
Public
Requests & Oral Communications:
Gary Morgan, Brier. He is concerned about the Snohomish
County Fire District rate increases to hire additional fire people and he is
asking Council to send communications to not increase rates. He distributed a letter to Council.
Discussion with Clerk-Treasurer Swisher.
Steve Dekoekkoek, Brier is also concerned about the
rate increase from the Snohomish County Fire District.
Reports of
Committees & City Officials:
Mayor Kaemingk attended his normal meetings.
Councilmember Gallagher attended the Snohomish County
Cities meeting, reviewed claim checks and sat in the Emergency Operation
Center.
Councilmember Marley attended the Planning
Commission meeting.
Councilmember Allen mentioned that Dog-O-Ween was
wet but successful.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of October 14, 2025. Motion: Approval of the Brier City
Council Minutes of October 14, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
Hearings:
Mayor Kaemingk opened the public hearing regarding Ordinance 509 assuming the rights, powers, immunities,
functions and obligations of the Brier Transportation Benefit District at 7:29
PM. Closed the Public Hearing at 7:30 PM.
Mayor Kaemingk opened the public hearing regarding Ordinance
499.A amending the 2025 Annual Budget at 7:31 PM. City Clerk-Treasurer Swisher
gave an overview of the changes. Closed the Public Hearing at 7:32 PM.
Mayor Kaemingk opened the public hearing regarding Ordinance
510 regarding the 2026 Property Tax Levy at 7:33 PM. Closed public hearing at 7:34 PM.
Mayor Kaemingk opened the public hearing on the
2026 proposed Annual Budget at 7:35 PM. Steve DeKoekkoek asked for clarification regarding the ending fund
balances. City Clerk-Treasurer Swisher
gave an explanation. Closed public hearing at 7:40 PM.
New
Business, petitions, communications, application appeals:
Mayor Kaemingk opened for consideration to move the
City of Brier regular council meeting scheduled for November 11, 2025, to
November 18, 2025, canceling the November 11, 2025, meeting in observance of Veteran's
Day. Motion: Approve to move
the City of Brier regular council meeting scheduled for November 11, 2025, to
November 18, 2025, canceling the November 11, 2025, meeting in observance of Veteran's
Day. Moved by Councilmember
Gallagher, Seconded by Councilmember
Krienke. Motion Carried.
Ordinances,

Mayor Kaemingk opened for consideration of
Ordinance 509 assuming the rights, powers, immunities, functions and
obligations of the Brier Transportation Benefit District. Motion:

Clerk-Treasurer Swisher for the new council chairs.
Mayor Kaemingk opened for consideration to cancel
the November 4, 2025, Council Workshop meeting. Motion: Approve to cancel the November 4, 2025, Council workshop
meeting. Moved by Councilmember
Gallagher, Seconded by Councilmember
Parsons. Motion Carried.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration of approval
of the October 2025 Claim checks.
October claim checks numbers 47074 through
47115, totaling $125,486.74. Motion: Approve the October claim checks
