BRIER CITY COUNCIL MINUTES
February 10, 2026
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff: Clerk-Treasurer Swisher,
City Planner Michaelis and Chief Hawley.
Public
Requests & Oral Communications:
Jim Miller, Brier- Reported that the radio room quarterly exercise went well and they met all the
objectives. Also, as a representative of the League of Women's Voters, he made
the request that the council slow down and give more information when giving
their reports.
Carolyn Miller, Brier-Wanted to know if the City of
Brier has considered the ramifications of ICE in the area. She handed out "Red
Cards" and "Know your rights" handouts.
Louise Nardi, Brier-She shared that she does not
understand why police cannot be more involved when it comes to detaining
illegal immigrants.
Reports of
Committees & City Officials:
Mayor Kaemingk reported that he attended his
various regular meetings. He met the new Mayor of Lynnwood and attended the regional
aquatics meeting at Lynnwood. He will be attending the AWC Mayor's Exchange in
Olympia this week.
Councilmember Parsons has been meetings with the
Mayor and John Forba from Pace Engineers to get updates on the new bathroom
construction at Brier Park. Bill Ferry from Public Works has also given some
input on the improvements to the restrooms.
Councilmember Krienke has been attending Staff
meetings and working on the new website design. He attended a meeting with
Mayor Kaemingk, City of Edmonds and Lakes Stevens to work on AI policies.
Councilmember Marley met with Chief Hawley to get an
update on the department and to go over the Police car spreadsheet.
Councilmember Allen shared that he did not attend
the Legislative call on Friday, but heard that there
is a bill being considered for the Public Records Act for School Districts.
Councilmember Gallagher attended the Community
Transit meeting last week and they selected new officers. He also attended the emergency
management quarterly exercise, and they worked on coordination checks within
the County as well as with other Counties.

Unfinished
Business:
Mayor Kaemingk opened for continued discussion to
purchase a new police car from the state contract in an amount not to exceed
$51,000.00. Based on Council feedback Mayor Kaemingk moved the discussion of
the purchase of a new police car and "take home" policy, regarding police
vehicles, to the Workshop meeting on February 17, 2026.
Mayor Kaemingk opened for consideration review of the Planning
commission 2025 Annual Report. City Planner Lee Michaelis gave a brief overview
of Annual Report.
Mayor Kaemingk opened for consideration approval
for the release of the Maintenance Assurance Bond for Phillips Ridge stormwater
detention vault, located at 22015 Old Poplar Way in the amount of $468,600.00. City
Planner Michaelis gave a brief overview. Motion:
Approve the release of the Maintenance Assurance Bond for Phillips Ridge

$468,600.00, Moved by Councilmember
Parsons, Seconded by Councilmember
Krienke. Motion Carried.

of Accounts:
Mayor Kaemingk opened for consideration approval of the February 2026 claims
checks and electronic payments.
