BRIER CITY COUNCIL MINUTES
March 10, 2026
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and the flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff: City Clerk-Treasurer Swisher, City Planner Lee
Michaelis, Chief Hawley and City Prosecutor Darrell Johnson.
Public
Requests & Oral Communications:
Rayne Engle, Brier - talked about her concern about
the safety on Brier Rd, the safety of kids, crosswalk safety and lighting, aggressive
drivers and the traffic that will be produced due to the future Poplar Way overpass.
Ms. Engle handed out safety suggestions that her and a group of Brier residents
have compiled to the council.
Clary Flesch, Brier - is a BTMS student and shared
that she is concerned about crosswalk safety and would like to see colored
crosswalks, better lighting and flashing signs.
Nancy Bates, Brier - she is concerned about traffic
impact and citizens safety. They would like to work with the Council to address
this concern and get this topic on a future agenda.
Bob Crumbley, Brier - he has lived here for 36
years and is concerned about the increase in traffic and pedestrian safety.
Tiffany Austin, Brier - voiced is concerned about
traffic safety in Brier.
Jim Miller, Brier - league of Women's Voters
observer, introduced himself to the people in attendance.
Kristin Ficker, Brier - stated that she is part of
the Edmonds School District boundary review committee. There will be changes to
the boundaries in the next few years and they will be holding an open house at
Meadowdale Middle School next Monday.
Reports of
Committees & City Officials:
Councilmember Lockhart attended the Aquatic Regional
meeting last week.
Councilmember Parsons shared the ongoing process of
construction for Brier Park restrooms.
Councilmember Gallagher attended the Community Transit
meeting and reviewed checks.
Councilmember Allen met with the Public Works Dept.
and got a list of all the current equipment.
Councilmember Marley met with Chief Hawley.
Mayor Kaemingk attended his normal meetings, as
well as the Regional Coordination meeting with the mayors to share ideas on how
to save money and the Snohomish Board of Health meeting.

approval for the release of the Landscape Performance Bond for Nicholas
Freyberg, located at 23310 Brier Rd in the amount of $38,255.52. City Planner

Mayor Kaemingk opened for consideration approval of
the Police Clerk duties MOU between City of Brier and Teamsters Local Union No.
117. City Prosecutor Darrell Johnson gave his approval of this MOU and a brief
review of why the police clerk duties being handled are very important for him
to get his job done. Motion: Approve the Police Clerk duties

Mayor Kaemingk opened for consideration approval to
release the bond for the roadway crack sealing project in the amount of
$20,680.87.Motion: Approve the release of the bond for the roadway crack

Mayor Kaemingk opened for consideration approval of
the agreement with Pfau Cochran Vertetis Amala PLLC
Attorneys at Law for the Schroeder appeal hearing. City Prosecutor Darrell
Johnson gave a brief overview of the case. City Clerk Treasurer Swisher shared
a conversation she had with the attorney from PCVA. Motion: Approve the agreement with Pfau Cochran Vertetis

Mayor Kaemingk opened the discussion regarding the
LEOFF 1 retiree Long Term Disability plan cost increase. City Clerk Treasurer Swisher
gave a brief overview of the plan cost increase. There was council discussion.
