BRIER CITY COUNCIL MINUTES
April 28, 2026
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:03 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff:
City Clerk-Treasurer Swisher and Deputy Clerk-Treasurer Snowden.
Public
Requests & Oral Communications:
Steve DeKoekkoek, Brier -hopes the council will add
clarification as to where the money is coming from for the expenses being
discussed tonight.
Reports of
Committees & City Officials:
Mayor Kaemingk thanked Mayor Pro-tem Krienke and Councilmember Marley for filling in for him
in his absence. Mayor Kaemingk met with local Mayors and Police Chiefs. They will engage parents,
teachers, administrators and the Edmonds School District Board members
regarding putting resource officers in the schools. Spoke about ADA
requirements for compliance, which City Clerk Treasurer Swisher will talk more
about later in the meeting. He met with local Mayors regarding the funding for
prosecuting and defense attorneys; this is a financial burden within all the
counties and are looking to the state for assistance.
Councilmember Gallagher reviewed checks and
attended the Snohomish County Cities meeting.
Councilmember Lockhart attended the Regional Aquatics
meeting.

Council Minutes of April 14, 2026. Motion: Approve the Brier City Council Minutes of April 14,

Mayor Kaemingk opened for consideration approval of the Brier City
Council Workshop Minutes of April 21, 2026. Motion: Approve the Brier City
Council Workshop Minutes of April 21, 2026. Moved by Councilmember Parsons, Seconded by Councilmember Lockhart. Motion
Carried.
New
Business:
Mayor Kaemingk opened for consideration
approval to purchase a sweeper from Elgin in an amount not to exceed
$410,000.00. City Clerk-Treasurer Swisher gave a brief overview of what funds
the money will come from. Motion:

Othman, None seconded. Councilmember Othman
recalled first motion. Item tabled to Council workshop meeting of May 19th.
Mayor Kaemingk opened for consideration approval to
award the bid for the sewer conveyance repairs to WSB Excavation &
Utilities, Inc. in an amount not to exceed $580,000.00.

Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk opened to begin discussions regarding the ADA WCAG 2.1AA compliance requirements.
City Clerk-Treasurer Swisher gave an overview of the compliance requirements. There
was council discussion.
Councilmember Allen would like to add an item to
the May 19th meeting agenda for a discussion regarding traffic safety and have at least 5 years of traffic counts.
Councilmember Gallagher received his CML (Certified
Municipal Leader) Certification from AWC and encouraged others to get certified.
Mayor Kaemingk opened for consideration to cancel
the May 5th council workshop meeting. Motion:
Approve to cancel the May 5th Council workshop meeting. Moved by Councilmember Gallaher Seconded by Councilmember Othman.
Motioned Carried.
The RFA has invited Mayor Kaemingk, City Clerk
Treasurer Swisher and any council members to a meeting to discuss the $420
million dollar capital facilities bond. City Clerk Treasurer Swisher wanted to
know who would like to attend the meeting so she knows
if the meeting needs to be posted.

Mayor Kaemingk declared the meeting adjourned at 8:12 PM.
