BRIER CITY COUNCIL MINUTES
June 9, 2026
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and the flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Lockhart, Marley, Othman and Parsons.
Staff: City Planner Michaelis, Clerk-Treasurer Swisher and
Deputy Clerk Treasurer Snowden.
Public
Requests & Oral Communications:
Rayne Engle, Brier, wanted to give an update on the
Brier Safety Committee. They will be meeting on June 16th at the
Library and are going to be considering citizens raising money for blinking
lights for the library crosswalk that will surround the crosswalk and stop signs
with a cost of about $700.00 to $1000.00 each. Ann Polin from Brier Citizens
for Brier will be looking at different funding options. She also wanted to say
she fully supported having a cross walk at the library due to residents will
cross at that location anyway.
Pam Olsen, Brier, volunteers with Citizens County
Climate Lobby of Snohomish County and would like to take the opportunity to
offer free climate programs to the community and would also like to introduce
Mark Rhode, who is the Chapter Lead.
Mark Rhode, Snohomish, is the Chapter Lead of
Citizens County Climate Lobby of Snohomish County and would also like to offer
free presentations to the community regarding home efficiency, Electric
Vehicles and the installation of solar panels on homes in Brier with funding through
grants.
Jim Miller, Brier, thanked Mayor Kaemingk for his
service for the County Charter Revision Committee which is a testament to his
endurance. He also mentioned the
quarterly radio exercise went well.
Theo Cleveland, Brier, supports the crosswalk at
the library and reiterates the statements made by Rayne Engle.
John Keeling, Brier, would like to propose an idea
to put a road in at the library since the crosswalk needs to be at an
intersection and call it Library Lane.
Mayor Kaemingk wanted to recognize the City Hall
staff and mentioned that everyone wears many hats at City Hall and is currently
looking for additional staff to help. During the last council workshop meeting,
Council discussed the issue with E-Bikes and how to create an Ordinance to
solve this issue. Sergeant Fauvelle mentioned to the Mayor
that on Thursday (June 11) there will be a new law that goes into effect, ESSB
6110, regarding E-Bikes and he hopes our Ordinance will mimic the law. He thanked
residents for attending this meeting.
Sno-Isle libraries update by Deputy Director David
Durante and Asst. Director of Community Libraries Phil Spirito.
Reports of
Committees & City Officials:
Mayor Kaemingk attended the normal Mayoral meetings.
Councilmember Parsons met with the Mayor and Bill
Ferry/PW Foreman regarding the Brier Park restrooms.
Councilmember Allen attended a meeting with Mayor
Kaemingk, Pace Engineers and WC3 regarding the Decant facility and working
towards the Certificate of Occupancy.
Councilmember Gallagher reviewed claims checks and
attended the Community Transit meeting.

Landscape Maintenance Bond for Hann Homes LLC, located at 24001 35th
Ave W Rd in the amount of $36,736.35. Motion:
