BRIER CITY COUNCIL MINUTES
August 11, 2026
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Allen, Gallagher,
Krienke, Marley, Othman and Parsons
Staff: Clerk-Treasurer Swisher
Absent: Councilmember Lockhart
Public
Requests & Oral Communications:
Steve Dekoekkoek, Brier-asked Council how the
Ordinance No. 513 compares to other cities ordinances regarding motorized
personal transportation devices
Anna Othman, Brier-She would like to see motorized
scooters not on sidewalks striped from the Ordinance.
Carter Othman, Brier-Shared that he and his dad
ride motorized scooters on the sidewalk and are very respectful of other
pedestrians on the sidewalk.
Rebecca Miner, Edmonds School District
Superintendent-Wanted to check in and share that the school is getting a lot of
new registrations and school will be starting before Labor Day this year.
Connie Blum, Brier-Asked if there are actual rules
for motorized personal transportation devices and if parents are aware.
Chad Willwerth, Brier-Could not find the proposed
Ordinance No. 513 to review. He hopes that parents are held responsible for
violations that their children have regarding motorized personal transportation
devices and hopes that enforcement is taken seriously.
Reports of
Committees & City Officials:
Councilmember Parsons wanted to remind everyone
that Seascare is tomorrow.
Councilmember Gallagher reviewed checks and
attended the Community Transit meeting where they discussed the merger of
Community Transit and Everett Transit.
Mayor Kaemingk shared with everyone in the audience
that the decision to remove the library crosswalk was due to Pace Engineering
consultant recommendation because of mid-block dangers and we are looking at
alternative options.

New Business, Petitions, Communications,
Application Appeals:
Mayor Kaemingk opened for consideration approval of
the amendment to the Aid Agreement for Street & Road maintenance with Snohomish
County. Motion: Approve the
amendment to the Aid Agreement for Street & Road maintenance with Snohomish
County, Moved by Councilmember
Allen, Seconded by Councilmember
Marley. Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Ordinance No. 513, amending Title 10 (Vehicles & Traffic) of the Brier Municipal
Code to regulate the operation of motorized personal transportation devices (electric
bicycles, motorized skateboards, motorized foot scooters) and electric
motorcycles. Motion: Approve Ordinance No. 513, amending Title 10 (Vehicles
& Traffic) of the Brier Municipal Code to regulate the operation of
motorized personal transportation devices (electric bicycles, motorized
skateboards, motorized foot scooters) and electric motorcycles, Moved by Councilmember Marley, Seconded by Councilmember Krienke.
There was Council discussion. Motion:
Approve amendment to the motion to modify 10.20.030 A, "sidewalks" under
exemptions, to include motorized skateboards and motorized foot scooters. Moved by Councilmember Othman, Seconded by Councilmember Allen. Motion: Approve amendment to the text
to remove the second "F" and replace it to item "G" and revise motorized
skateboard to include 1 or more wheel, Moved
by Councilmember Marley, Seconded by
Councilmember Gallagher. Motion Carried.
Main motion carried with amendments.
Miscellaneous Business by Call of

consideration approval to cancel the Workshop meeting of August 18, 2026. Motion: Approve to cancel the Workshop
