PLANNING COMMISSION MINUTES
August 15, 2001



Chairman Protem Friesen called the Brier Planning Commission meeting to order at 7:32 PM.

ROLL CALL

Present: Commissioners Friesen, Neilson, Funk, and Hodgens.

Absent: Commissioner Lavoie, and Brock.

An Executive Session was called with the Planning Commission and legal council for purposes of responding to legal issues raised by the applicant through a letter by their Attorney, not to exceed 30 minutes unless additional time is announced by the Commission. The Planning Commission recessed for Executive Session at 7:34 PM. The Planning Commission meeting was reconvened at 8:06 PM.

Chairman Protem Friesen explained the procedure for tonight’s Public Hearing. Chairman Friesen stated that a complete SEPA review needs to be done and an Environmental Checklist needs more information and that the Planning Commission will not make a decision until all of the information is completed and submitted. Chairman Protem Friesen explained that at the end of tonight’s meeting the Public Hearing will be continued to September 26, 2001, Planning Commission meeting.

Tom Evans, City Attorney gave an explanation of tonight’s procedure.

NEW BUSINESS – PUBLIC HEARING CONTINUED:

VARIANCE APPLICATION #V01-004 AND CONDITIONAL USE APPLICATION #CU01-002 BY ANANDA CHURCH OF SELF REALIZATION OF SEATTLE, AT 22006 VINE ROAD.

Chairman Protem Friesen opened for consideration Variance Application #V01-004 and Conditional Use Application #CU01-002 by Ananda Church of Self Realization of Seattle, at 22006 Vine Road.

*Terry McGilloway – 20715 Larch Way – applicant – talked about SEPA and stated he asked several of his representatives to be present in case any questions need to be answered regarding the proposal

*Bea Sanders – Federal Way, Washington. Landscape Architect for Ananda, explained the landscaping proposal for the church.

*Ted Schepper – Terra Associates, Geotechnical Consultants – gave a brief review of the soils tests and conditions.

*J. T. Heeter – Ananda Architect, - gave an explanation of the water detention and sewer line proposal.

*Carol Bartoo – Project Coordinator, 20715 Larch Way – gave a brief explanation of the sewer route and costs.

*Marc Jacobs – Professional Engineer with Transportation Planning and Engineering – gave a brief review of the Traffic report.

*David Steinmetz – 20715 Larch Way – talked about the Visibility of the Church from the road.

*Terry McGilloway – 20715 Larch Way – talked about the participation and the stability of the congregation,

*Alexandra McGilloway 20715 Larch Way – talked about the locations of the Ananda churches and their relationship to the congregation.

Chairman Protem Friesen reopened the Public Hearing at 8:35 PM.

*Howard Goldberg – 21409 Poplar Way - stated he is familiar with the Ananda Church and is in support of their proposal.

*Kim Smith – 21700 Vine Road – stated he is concerned with the growth of the Church. He also wanted to correct a misconception that a statement was made at the last Planning Commission urging her neighbors to visit a particular website that seeks to smear Ananda and its leadership. Mr. Smith stated that a suggestion was made that some research be done on the Internet.

*Russell Peters – 21650 Vine Road, stated he is concerned about the impact on the stream and the traffic increase, and the wetlands.

*Leona Starks – 22012 Vine Road, stated she is concerned with the designation of Vine Road as an arterial, she is concerned with the traffic studies, site visibility from Vine road, and the visibility of the dome and its experiment.

*Ronhillo Cavazos – 21810 Vine Road – wants to know the impact this will have to the real estate values.

*Sherry Caine – 2503 Elm Drive, stated she is concerned with the impact of the increased traffic to the roads.

*Jim Akins - 2637 Elm Drive – concerned with traffic impact to Elm Drive.

*Phyllis Rucker –2350 215th Pl. SW – concerned with traffic impact.

*Alen Goumas – 22008 Vine Road – concerned with the impact the height of the church will have.

*Shelly McKenzie - 2509 217th Pl. SW – stated she is concerned with the height of the Church and the impact it will have and that she is opposed to the proposal.

*Kent Walter – 2290 219 Pl. SW – stated that he is concerned with the impact the traffic will have.

*Sara Schultz – 21810 Vine Road – stated she is concerned that the Church will run out of parking spaces and the overflow will park on the side of Vine Road.

*Adam Gregorich – 22311 Old Poplar Way – stated he is concerned with the appearance of the structure of Ananda, and that it does not conform to the rest of the neighborhood, he also stated that the City will lose tax revenues if the Church is built rather than letting houses be built.

*Anne Cavazos - 21810 Vine Road – stated her major concern is with the traffic impact to Vine road.

*Katie Smith - 21770 Vine Road – stated her concern with the impacts to the wetlands and water runoff.

*Howard Goldberg – 21409 Poplar Way - spoke in favor of the Ananda Church proposal.

*Marc Jacobs – 2223 112th Ave. NE, Suite 101, Bellevue – talked about the Traffic Study, and how the criteria was collected.

*Craig Eakright – 21600 Vine Road – stated he is basically concerned with the project and mostly with the increased traffic.

*Shelly McKenzie – 2509 217th Pl. SW – stated that there will be more than Church functions going on in the Church and questioned if the Book store would be considered a Business.

*Terry McGilloway – 20715 Larch Way – stated that there is no Variance requested for the building of the Church, but it is requested in respect to the Phase 3 building. He also stated that the book store is for literature for the members for their functions.

*Marsha David - 21401 Poplar Way – commented on the traffic from the Church located on Poplar Way and was in favor of the proposal.

*Paul Crier – California – stated that it looks as if there is an existing problem

*Eric Thompson – 22005 Vine Road – stated that he is concerned with the traffic and the possibility of cars parking on the road, the impacts the proposal will have to the streams, and that he requested to be a party of record.

*Tom Rucker – 2350 215th Pl. SW - asked who was paying for the surveys and studies.

*Cliff Kreshaw - 20715 Larch Way – commented on the parking spaces at the proposal and stated that there will be plenty of parking.

*J. T. Heeter – California – commented that 60 parking spaces are proposed to try to mitigate the parking problem and that the cupola is clear plexi glass and that a variance is being asked for this.

*Anne Cavazos – 21810 Vine Road – stated that there were several discrepancies in the application.

*Karen Sherman – 20715 Larch Way – stated she has been a member of Ananda for 17 years and explained their practices.

*Katie Smith – 21770 Vine Road – stated her concerns regarding the discrepancies in the application.

*J. T. Heeter - Ananda Architect – explained the timing of submitting designs.

*Lora Thompson – 22742 219th Pl. SW - stated she is concerned that Brierwood will be affected by increased traffic.

*Sandy Rowse – 2687 Elm Drive – stated her concerns the traffic will have on her neighborhood.

*R.F. Hunt - 21701 Vine Road – stated his concerns with the increased traffic, the impact to the property values, and that he is opposed to the proposal.

*Michelle Marshall – 1528 NE 91st St., Seattle – stated she is a member of Ananda, and she understands the concerns with the increased traffic but is disturbed by the implication that there is something less than honesty going on and is very disturbed by the comments that are made. Ms Marshall stated that the applicants are very nice and more than honest people.

*Michelle Copeland – 8915 26th Avenue NE, Seattle, stated she is a member of the Ananda Church, and that the members of Ananda Church are very honest and nice people.

Commissioner Hodgens moved and, Commissioner Neilson seconded to continue the Public Hearing for Variance Application #V09-004 and Conditional Use Application #CU01-002 by Ananda Church of Self Realization of Seattle at 22006 Vine Road to the September 26, 2001 Planning Commission meeting. Motion Carried.

MISCELLANEOUS BUSINESS:

The Planning Commission tabled the discussion of the Subdivision Ordinance.

Commissioner Neilson moved, and Commissioner Funk seconded to adjourn. Meeting Adjourned at 10:03 PM
