PLANNING COMMISSION MINUTES
September 26, 2001



Chairman Lavoie called the Brier Planning Commission meeting to order at 7:32 PM.

ROLL CALL

Present: Commissioners Friesen, Lavoie, Brock, and Neilson.

Absent: Commissioner Funk, and Hodgens

APPROVE MINUTES

Commissioner Friesen moved and, Commissioner Neilson seconded, to approve the July 25, 2001 Planning Commission minutes with the addition that Commissioner Brock was present. Motion Carried.

Commissioner Friesen moved and, Commissioner Neilson seconded, to approve the August 15, 2001 minutes as written. Motion Carried with Commissioners Brock and Lavoie abstaining.

OLD BUSINESS – PUBLIC HEARING CONTINUED:

VARIANCE APPLICATION #V01-004 AND CONDITIONAL USE APPLICATION #CU01-002 BY ANANDA CHURCH OF SELF REALIZATION OF SEATTLE, AT 22006 VINE ROAD.

Chairman Lavoie re-opened for consideration Variance Application #V01-004 and Conditional Use Application #CU01-002 by Ananda Church of Self Realization of Seattle, at 22006 Vine Road at 7:34 PM.

Commissioners Lavoie and Brock stated they have listened to the tapes of the previous meeting.

Mr. Robert Thorpe, City of Brier SEPA Official - gave a brief explanation of his SEPA review of the proposal.

Anne Cavozos – 21810 Vine Road – asked questions regarding where the SEPA Officials information came from.

Chairman Lavoie read the amended application of the proposal.

Katie Smith - 21700 Vine Road – asked Mr. Thorpe to clarify a sentence on the Determination.

John Clark - 17246 3rd Avenue, Shoreline – asked about the comment regarding the Church Book store.

Peggy Dare – 22320 Hickory Way – asked if Ananda was dedicating property to the Cit.

Terry McGilloway, applicant - 20715 Larch Way – stated that they plan to keep the property mostly as open space and leave it the way it is.

Samantha Schultz – 21810 Vine Road – read a letter from Shelly Mackenzie and submitted it for the record.

Eric Thompson - 22005 Vine Road – talked about his concerns with the MDNS, questions #1, #8 and #9, regarding site distance, and vegetation.

Alexandra McGilloway 20715 Larch Way – talked about the proposed book store that will work as a minor supportive function for people who participate in their activities.

James Conti - 20715 Larch Way Apt. 16 – stated that the traffic impact by Ananda would be insignificant.

Kim Smith – 21700 Vine Road – stated that the traffic may be insignificant but that it would happen all at the same time.

Kirby Johnson - 22016 Vine Road – stated that the difference between the church and 5 homes would be the amount of cars that would leave and the difficulty of traffic flow.

Samantha Schultz – 21810 Vine Road – asked about the designation of Vine Road as an arterial and how to get it re-evaluated.

J.T. Heeter - Ananda Architect, -stated that the number of parking spaces is 40 planned to be increased to 60.

Carol Bartoo – Project Coordinator, 20715 Larch Way – stated that the flow of the cars is not all at the same time they come and go at different times.

Bruce Davis - 23303 Humber Lane, Edmonds – commented on the traffic pattern at the Church on Brier Road.

Anne Cavazos – 21810 Vine Road – asked for clarification of the MDNS.

Lisa Hardeman - 20715 Larch Way, Apt 3 – stated that she feels as if she is part of the community and that she plans on walking to the Church rather than drive, and also that the members carpool.

Katie Smith - 21700 Vine Road – stated that she is concerned about the business endeavors of the church practice now and 10 years from now. Ms. Smith also commented on the hours the church would be allowed to practice from 6:00 AM to 1:00 AM. Ms. Smith asked that the City be clear as to how many members will be invited and what the commercial endeavors will be.

Samantha Schultz - 21810 Vine Road – stated she is concerned with the traffic during the winter months.

Carly Thompson - 22005 Vine Road – stated she is concerned with the impact the Church will have to the neighborhood with parking, traffic, and noise.

Terry McGilloway – 20715 Larch Way – stated that it is not fair to compare this Church with other Ananda Churches.

Sara Schultz – 21810 Vine Road – commented on what would stop other people from coming to this church, and that it will grow.

Terry McGilloway – 20715 Larch Way – gave examples of a typical Sunday service.

John Clark – 17246 Guard NW, Shoreline – stated he teaches yoga in the Seattle Church and that noise is not a problem.

Warner Wahl 103 NE 43rd Seattle – stated that the members of the Seattle Church are not interested in coming to Lynnwood during rush hour and would not be attending the Ananda church in Brier.

Amber Irwin - 21816 Vine Road – stated that she will be impacted by the Church just by it being there.

Carly Thompson – 22005 Vine Road – stated that the classes will not be a problem it would be the coming and going of the cars.

Alan Goumas – 22008 Vine Road – stated he is concerned with the increase in traffic the Church would create.

Liz Hunt - 21701 Vine Road – stated that she is concerned with the traffic on Vine Road.

Amber Irwin – 21816 Vine Road – talked about how dangerous Vine Road is.

Peggy Dare - 22320 Hickory Way – stated she is in favor of the Church, and that Vine Road is a dangerous road.

James Conti - 20715 Larch Way Apt. 16 – spoke about the traffic on Vine Road.

Terry McGilloway – 20715 Larch Way – acknowledged there is a safety issue on Vine Road and pointed out that is has been pre-existing.

Katie Smith – 21700 Vine Road – talked about the activities sponsored by Ananda Church and her concern for the impact to Vine Road.

J.T. Heeter – Nevada City, California – talked about the activities of Ananda Church.

Sara DeHart - 20715 Larch Way - talked about the activities of Ananda Church.

Bruce Davis – 23303 Humber Lane, Edmonds – spoke about the attendance of Ananda Church.

R.F. Hunt - 21701 Vine Road – talked about how the rights seem to be going towards Ananda Church and their application for a Conditional Use application.

Commissioner Friesen moved and, Commissioner Brock seconded, to continue the Public Hearing for Variance Application #V09-004 and Conditional Use Application #CU01-002 by Ananda Church of Self Realization of Seattle at 22006 Vine Road to the October 24, 2001 Planning Commission meeting. Motion Carried.

MISCELLANEOUS BUSINESS:

Chairman Lavoie asked for an update on the MUGA. Dick Russell stated that the tentative boundaries are Larch Way to the North and Locust Way to the east.

Chairman Lavoie asked for an update on Title 17. Dick Russell stated that Title 17 has been revised and not codified.

Chairman Lavoie asked for an update on Stormwater Retention. Dick Russell stated that the Plan has not been adopted.

Chairman Lavoie tabled the Ordinances to the November Planning Commission meeting.

Commissioner Neilson moved, and Commissioner Brock seconded to adjourn. Meeting Adjourned at 9:18 PM
