PLANNING COMMISSION MINUTES
FEBRUARY 27, 2002
Chairman Lavoie called the
Brier Planning Commission meeting to order at 7:31 PM.
ROLL CALL
Present: Commissioners
Mike Lavoie, George Neilson, Corey Friesen, Eugene Funk, and Sue Wahlgren. Brandon
Brock arrived at 7:34PM, and Jim Hodgen arrived at 7:39 PM.
APPROVAL OF MINUTES
Chairman Lavoie opened for
consideration approval of the January 23, 2002 Planning Commission
Minutes. Commissioner Friesen moved and Commissioner Funk seconded to approve the Planning
Commission Minutes as written. Motion Carried.
COMMITTEE REPORTS:
Councilmember Warner reported that City Council is working on considering
taking the Poplar trees down on Russet Road, because of their poor condition.
PUBLIC REQUESTS AND ORAL COMMUNICATIONS:
Peggy Dare spoke of her
concerns regarding the Murphy/Lamb Short Plat construction project.
Commissioner Friesen moved,
and Commissioner Wahlgren
seconded to move “New Business” before “Old Business”. Motion Carried.
MOVED TO CHANGE THE ORDER OF THE AGENDA AND TO MOVE NEW BUSINESS
BEFORE OLD BUSINESS, AND THERE WAS CONSENSUS TO DO SO.

BUSINESS – PUBLIC HEARING
CONSIDER
VARIANCE APPLICATION #V02-001 BY MICHELE MACKENZIE @ 2509 217TH PL

Chairman Lavoie opened for consideration Variance application
#V02-001 by Michele Mackenzie. Ms. Mackenzie explained the Variance request.
Commissioner Lavoie opened the Public Hearing at 7:53 PM. There were no
comments. Chairman Lavoie closed the Public Hearing at 7:54 PM. There was
discussion. Planning Commission stated their concern with traffic safety of
clearing the road. The Planning Commission was also concerned that future
owners may use the building for a garage that would pose a traffic concern off
of Vine Road. Chairman Lavoie stated that the property would be improved by
getting rid of the awnings, the boats will be in a shed that will have a
building permit process, there is room to get it off the road, the doors will
be changed to swinging doors instead of a garage door style. Commissioner
Friesen moved and Commissioner
Neilson seconded, to approve Variance #V02-001 provided the doors to
the accessory building are 6’ wide 6’ 8” high, double doors, with mullion
rather than having garage doors installed.
Motion Carried with Commissioner Hodgen and Lavoie voting no.
OLD BUSINESS – CONTINUATION - PUBLIC HEARING:
PRELIMINARY
SHORT PLAT APPLICATION #SP01-01 BY TIMOTHY ZILVERBERG AT 21908 36TH
AVENUE WEST, WITH FILL AND GRADING #FG01-012
Chairman Lavoie opened for
consideration Short Plat Application #SP01-01 by Timothy Zilverberg at 21908 36th
Avenue West, with Fill and Grading #FG01-012. Chairman Lavoie opened the Public
Hearing at 8:26 PM.
*Mr. Eric Davido, Consulting Group,
consulting Civil Engineers for the project, explained the plans submitted, and
the changes made.
*Tim Carrigan – 21904 34th
Avenue W, stated he is concerned with water runoff into his back yard.
*Dan Elliot - 3600 219th St.
SW, stated he is concerned with egress and type of road and whether there will
be barricades or road blocks.
Commissioner Lavoie moved
and Commissioner Friesen
seconded to continue the Public Hearing on Short Plat Application #SP01-01 by
Mr. Timothy Zilverberg at 21908 36th Avenue West, with Fill and
Grading #FG01-012 to the next regular Planning Commission meeting. Motion Carried.
The Planning Commission discussed the
Short Plat application.
Commissioner
Brock moved and Commissioner
Friesen seconded, to continue Preliminary Short Plat Application
#SP01-01, by Timothy Zilverberg at 21908 36th Avenue West. Motion Carried.
The Planning Commission took a 5 minute break at 8:48 PM. Chairman
Lavoie reconvened the meeting at 8:53 PM.
MISCELLANEOUS
BUSINESS:
Chairman Lavoie opened for
consideration discussion of suggested changes to Title 17. There was
discussion. Dick Russell explained MUGA
to the Planning Commission.
ADJOURNMENT:
Commissioner Hodgen moved and Commissioner Friesen seconded to
adjourn. The meeting adjourned at 9:51
