BRIER PLANNING COMMISSION MINUTES

July 24, 2002


Chairman Protem Friesen called the Brier Planning Commission meeting to order at 7:43 PM.

 

ROLL CALL:

Present:      Commissioners Corey Friesen, Sue Wahlgren, Gene Funk, and Jim Hodgen, Chairman Michael Lavoie arrived at 7:51 PM

Absent:       Commissioner Brandon Brock.

 

Chairman Protem Friesen stated that George Neilson submitted a letter of resignation.

 

APPROVAL OF MINUTES:

Chairman Protem Friesen opened for consideration approval of the June 26, 2002 Planning Commission minutes. Commissioner Wahlgren moved and Commissioner Funk seconded to approve the June 26, 2002 minutes as written. Motion Carried.

 

COMMITTEE REPORTS: Councilman Warner gave a brief report to the Planning Commission regarding the Variance and Conditional Use applications that was recommended to the City Council.

 

PUBLIC REQUESTS AND ORAL COMMUNICATIONS:  

238th 3215 238th ST SW – spoke regarding land use and noise abatement. He stated that the dogs in his neighborhood barks continually during the night. He stated that there are a lot of properties in Brier that have a collection of cars, garbage, and debris that needs to be cleaned up.

Patricia Schlecht – 3215 238th St SW – stated that the neighbors have told her that there are homeless people living in the campers in the neighborhood.

Dick Russell read the Code on Nuisance.

 

OLD BUSINESS – NONE:

 

NEW BUSINESS - PUBLIC HEARING

VARIANCE APPLICATION #V02-005 BY BILL KNAPP AT 3129 238TH ST SW.

Chairman Lavoie opened for consideration Variance Application #V02-005 by Bill Knapp 15 3129 238th St. SW. Mr. Knapp explained his Variance Application request John McDonald spoke for Mr. Bill Knapp. There was Planning Commission discussion.

Chairman Lavoie opened the Public Hearing at 8:16 PM.

Mr. Judd Williams – 3211 238th St SW – wrote a letter opposing Variance Application #V02-005.

*Tim Falcone - 3127 238th St. SW – Stated his house is on lot 4. He asked questions about what the development would require and where these requirements would come from. Mr. Falcone stated he did not object to one more house going in.

*Anne Brennan - 3126 236th St. SW – Stated she had some issues and opposes the Variance Application. She enjoys the privacy of her neighborhood. Ms. Brennan stated she had bought her house believing the neighborhood would not change.

*Pat Schlecht - 3215 238th St. SW – stated she is concerned with the water runoff.

*Bill Knapp – 3129 238th St. SW - stated his lot that he is proposing is a bigger lot than Ms. Brennan.

*Tim Falcone – 3127 238th St. SW - asked for explanation of the Variance Application.

There were no other comments.

Chairman Lavoie closed the Public Hearing at 8:34 PM.

There was Planning Commission discussion.

Commissioner Hodgen moved and Commissioner Funk seconded to recommend approval of Variance Application #V02-005 by Bill Knapp at 3129 238th St SW, to the Brier City Council, with the recommendation of City Staff letter dated July 9, 2002, that there be a hammerhead at the end of the road, and the water runoff in the driveway be collected in a catch basin.  Motion Carried.

 

MISCELLANEOUS BUSINESS:

CONTINUE CONSIDERATION OF CHANGES TO TITLE 17, ZONING CODE AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL.

Commissioner Lavoie opened for continuation to consider changes to Title 17. The Planning Commission discussed the issue of tent structures.

Title 17 discussion was tabled until the next Planning Commission meeting.

 

The Planning Commissioners discussed starting the meeting at 7:00 PM and how it would affect them.

 

Commissioner Friesen nominated Commissioner Hodgen for Chairman Protem, and Commissioner Wahlgren seconded. Motion carried.

 

ADJOURNMENT:

Commissioner Wahlgren moved and Commissioner Friesen seconded to adjourn. The meeting adjourned at 9:30 PM.
