BRIER PLANNING COMMISSION MINUTES
February 26, 2003
Chairman Protem Brock
called the Brier Planning Commission meeting to order at 7:41 PM.
ROLL CALL
Present: Commissioners
Brock, Wahlgren, Funk, and Chrisman. Commissioner Friesen arrived at 8:01 PM:
Absent: Commissioner
Lavoie, and Hodgen.
APPROVAL OF MINUTES
Chairman Protem Brock
opened for approval of the December 18, 2002 Planning Commission Minutes. Commissioner
Funk moved, and Commissioner
Wahlgren seconded, to approve the Planning Commission Minutes of
December 18, 2002 as written. Motion Carried.
COMMITTEE REPORTS:
Councilman Warner reported that the City Council approved Theresa Crafton’s
Shortplat with the Planning Commissions recommendations.
OLD BUSINESS:
VARIANCE APPLICATION #V02-008 BY MARSHALL FLEMING AT 22522 HICKORY
WAY.
Chairman Protem Brock opened for
consideration of Marshall Flemings Variance
Application #V02-008 at 22522 Hickory Way. Mr. Fleming explained his request.
Chairman Protem Brock reconvened the Public Hearing at 7:46 PM. There were no
comments. The Public Hearing was closed at 7:47 PM. There was discussion. The
Planning Commissioners postponed the Variance request until staff arrives.
NEW BUSINESS – PUBLIC HEARING:
CONDITIONAL
USE APPLICATION #CU03-001 BY TIMOTHY ZILVERBERG AT 21908 36TH AVE W
Chairman Protem Brock opened for
consideration of Conditional Use Application #CU03-001 by Timothy Zilverberg at
21908 36th Avenue W. Mr. Zilverberg explained his Conditional Use
request. The Planning Commissioners
asked questions. Chairman Protem Brock opened the Public Hearing at 7:54 PM.
There were no comments. Chairman Protem Brock closed the Public Hearing at 7:55
PM.
There was discussion.
Commissioner
Wahlgren moved, and Commissioner Funk seconded, to recommend to the Brier City
Council approval of Conditional Use Application #CU03-001 by Timothy Zilverberg
at 21908 36th Avenue W. Motion Carried.
CONDITIONAL
USE APPLICATION #CU03-002 BY DENNIS NOLTON AT 23412 BRIER RD.
Chairman Protem Brock opened for
consideration Conditional Use Application #CU03-002 by Dennis Nolton at 23412
Brier Road. The Planning Commission asked questions.
Chairman Protem Brock opened the Public
Hearing for Conditional Use Application #CU03-002 at 7:58 PM by Dennis Nolton
at 23412 Brier Road.
Jeanette Borough – 23406 Brier Road
stated she is a neighbor and does not object.
There were no other comments.
Chairman Protem Brock closed the Public
Hearing at 8:00 PM. Commissioner Friesen arrived and took over as Chair Protem.
There was discussion.
Commissioner
Wahlgren moved, and Commissioner Brock seconded, to recommend to Brier City
Council approval of Conditional Use Application #CU03-002 by Dennis Nolton at
23412 Brier Road, with the condition that the applicant apply for a Variance.
Motion Carried.
Chair Protem Friesen reopened for
consideration Marshall Flemings Variance Application
#V02-008 at 22522 Hickory Way. Mr. Marshall explained his proposal.
There was discussion. The Planning Commission recommended that staff approach
Mr. Flemings neighbor and talk to him about using his sewer line for one house.
Commissioner
Friesen moved, and Commissioner Brock seconded, to recommend to Brier City
Council approval of Variance Application #V02-008 by Mr. Marshall Fleming at
22522 Hickory Way pending the City contacting the neighbor regarding the sewer
easement and further continue Conditional Use CU02-003 pending the outcome.
Motion Carried.
MISCELLANEOUS
BUSINESS:
Commissioner Friesen
discussed that the Planning Commissioners contact City Hall staff to let them
know if they will be able to attend the Planning Commission meeting.
Chairman Protem Friesen
opened for consideration to elect a Planning Commission Chair, and Chair
Protem. Commissioner Brock
moved and Commissioner Funk
seconded to continue this until the next meeting. Motion Carried.
Chairman
Protem Friesen opened for consideration changes to Title 17, Zoning Code, and
make recommendations to the City Council. The Planning Commissioners decided to
plan a special meeting and will let everyone know the time and date.
Councilman
Warner discussed park mitigation.
