BRIER PLANNING COMMISSION MINUTES

May 21, 2003


Chairman Lavoie called the Brier Planning Commission meeting to order at 7:05 PM.

 

ROLL CALL:

Present:            Commissioners Michael Lavoie, Gene Funk, Allyn Chrisman, and Brandon Brock. 

Absent:             Commissioner Jim Hodgen, Sue Wahlgren and Corey Friesen.

 

APPROVAL OF MINUTES:

Chairman Lavoie opened for consideration approval of the April 23, 2003 Planning Commission minutes. Commissioner Funk moved and Commissioner Chrisman seconded to approve the April 23, 2003 Planning Commission minutes as written. Motion Carried. Commissioner Lavoie abstained as he was not at the meeting.

 

COMMITTEE REPORTS: Mayor Kaske reported that Mr. Russell has resigned. Mayor Kaske stated he will be acting as the Planner for a while. He stated that there would be at least six Short Plats coming in the next few months, as well as other land use projects.

Commissioner Lavoie reported that Commissioner Friesen’s position is up in July and that he will not be returning.  There was discussion about seeking new Planning Commission members.

 

MISCELLANEOUS BUSINESS:

CONTINUE CONSIDERATION OF CHANGES TO TITLE 17, ZONING CODE AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL.

Chairman Lavoie opened for discussion to consider changes to Title 17.

 

Chairman Lavoie moved, and Commissioner Brock seconded to recommend to the Brier City Council, changing the meaning of “Family” under Definitions 17.04.040 to read as, “Family” means a close relative and is defined as to include spouse or domestic partner, child, parent, sibling, grandchildren and grandparents of either owner or spouse or domestic partner. Child shall be defined as every naturally born child, stepchild, child legally adopted or otherwise a legal ward of owner or spouse or domestic partner. Motion Carried.

 

Commissioner Funk moved and Commissioner Brock seconded to recommend to the Brier City Council, on Section 17.24.010(C1) “Accessory Living quarters”, A Secondary dwelling unit as defined by this division may be permitted as a Conditional Use on a standard building lot and all other zoning requirements are met, the owner of the property or Family members or no more than four un-related persons must reside in the secondary dwelling unit. The accessory living quarters are to be limited to 1200 sq. ft. or less of living space and have at least two (2) off street parking spaces. Motion Carried.

 

Commissioner Brock moved, and Commissioner Chrisman seconded to recommend to the Brier City Council repealing Chapter 5, 17.24.010 repealing all parts dealing with 20,000 sq. ft and just address the phrase standard building lot. Motion Carried.

 

Commissioner Lavoie moved, and Commissioner Funk seconded, to recommend to the Brier City Council to implement a blanket rezone when dealing with the standard 20,000 zone to 12,500 sq ft.

 

Commissioner Brock moved, and Commissioner Chrisman seconded to recommend to the Brier City Council to change 17.28.010 and all correspondent areas dealing with 35-foot front yard setback to be changed to 25-foot front yard setback. Motion Carried.

 

Commissioner Chrisman moved and Commissioner Brock seconded to recommend to the Brier City Council to add 17.28.010, Subsection A, to permit a deck to encroach into the rear and side setbacks up to within 7 feet of the property line, and not to extend into a known easement. Motion Carried.

Commissioner Brock moved and Commissioner Funk seconded to adjourn. Meeting adjourned at 9:18 P.M.
