BRIER PLANNING COMMISSION MINUTES
June 16, 2004
Chairman Lavoie called the Brier Planning Commission meeting to
order at 7:05 PM.
ROLL CALL:
Present: Commissioners Gene Funk, David
Marley, Sue Wahlgren, and Allyn Chrisman.
Absent: Commissioner Michael
Lavoie, Brandon Brock and Jim Hodgen.
APPROVAL OF
MINUTES:
Chairman
Protem Marley opened for consideration approval of the April 21, 2004 Planning
Commission minutes.
Commissioner Wahlgren moved and Commissioner Chrisman seconded to approve the April 21, 2004
Planning Commission minutes as written. Motion Carried.
COMMITTEE REPORTS: Councilmember Doolittle gave a brief
report on the Sidewalk project, the new City Hall and other Council actions and
projects in the City.
PUBLIC
REQUESTS AND ORAL COMMUNICATIONS:
Mr.
Walker requested the Planning Commission to continue his Short Plat Application
SP03-002 to the August 18, 2004 meeting because he will not be able to make the
July meeting.
Commissioner Wahlgren moved and Commissioner
Funk, seconded to continue Short Plat Application #SP03-002 to the
August 18, 2004 Planning Commission meeting, and if he wants to ask for further
continuance inform the City staff by July 15, 2004, by letter. Motion Carried.
NEW BUSINESS - PUBLIC HEARING:
CONDITIONAL USE APPLICATION
#CU004-001 BY MANUEL ECO AT 21407 32ND PLACE W.
Chairman Protem Marley
opened the Public Hearing for Conditional Use Application CU004-001 at 7:15 PM.
Aster
Lim 21512 32nd Place W – asked if there could be more information
given on the Conditional Use Application.
Mr.
Eco read Public Works memo given to the Planning Commission.
Aster Lim 21512 32nd
Place W – stated that her concern is about added traffic and there are a lot of
children in the neighborhood she is concerned for their safety. Ms. Lim stated
the reason she lives in Brier is because of the Single Family Residential
zoning.
Ms.
Herrera - 21602 32nd Place W – stated she lives in a quiet
neighborhood and would like to maintain it that way. Ms. Herrera stated that
they live in Brier because of the Single Family Residential zoning. She stated
she would like to maintain that atmosphere.
There
were no other comments. Chairman Protem Marley closed the Public Hearing at
7:20 PM.
There
was discussion.
Commissioner Wahlgren moved, and Commissioner
Funk seconded to recommend approval of Conditional Use Application
#CU004-001 to Brier City Council and to incorporate staff recommendations noted
on page six of the Staff report, which are:
1.
Procure a copy of the
Annual State inspections.
2.
Procure a copy of
caregiver training as required pursuant to RCW 70.128.230, long-term caregiver
training.
3.
Smoke detectors in each
room where a resident is located.
4.
Fire extinguisher on
each floor of the house.
5.
A six-foot fence shall
be placed around the single-family residence from the front of the dwelling
unit. The fence can be no higher than three feet high within the front yard
setback.
6.
Must provide one
parking space for the caregiver.
Motion

Protem Marley opened the Public Hearing at 7:34 PM. There were no comments. Chairman Protem Marley closed the Public
Hearing at 7:35 PM.
Planning
Commissioners asked questions of the Applicant.
Commissioner Funk moved and Commissioner
Wahlgren seconded to recommend approval of Conditional Use Application
#CU004-002 to the Brier City Council with the stipulation that no merchandise
be left outside. Motion Carried.
MISCELLANEOUS
BUSINESS:
ELECT
PLANNING COMMISSION CHAIRMAN AND CHAIR PRO-TEM FOR 2004.
Commissioner Wahlgren moved and Commissioner
Funk seconded to elect Michael Lavoie as Chairman and Dave Marley as
Chairman Protem of the Planning Commission.
Motion Carried.
ADJOURNMENT:
Commissioner Wahlgren moved and Commissioner Funk seconded to adjourn. Motion Carried and
the meeting adjourned at 7:41 PM
