PLANNING COMMISSION MINUTES

AUGUST 17, 2005

7:00 PM

 

 

Chairman Lavoie called the Brier Planning Commission meeting to order at 7:02 PM.

 

ROLL CALL:

Present:          Commissioners Scott Warner, Sue Wahlgren, David Marley, and Chairman Lavoie.

Absent:           Commissioners Robert Nelson, Gene Funk, and Allyn Chrisman.

 

APPROVAL OF MINUTES:

Chairman Lavoie opened for consideration approval of the June15, 2005 Planning Commission minutes. Commissioner Wahlgren moved and Commissioner Warner seconded to approve the June 15, 2005 Planning Commission minutes as written. Chairman Lavoie abstained due to being absent at the June 15, 2005 meeting. Motion Carried.

 

NEW BUSINESS:

PUBLIC HEARING ON LOT LINE ADJUSTMENT FOR ST PAUL ORTHODOX CHURCH AT 21236 POPLAR WAY.

Chairman Lavoie opened the Public Hearing on Lot Line Adjustment for St. Paul Orthodox Church at 21236 Poplar Way. Community Director Paul Sweum spoke on behalf of the Lot Line Adjustment for St. Paul Orthodox Church. Don Hill, who works at St. Paul Orthodox, spoke to the Planning Commission regarding reasons for the Lot Line Adjustment.  Chairman Lavoie raised questions regarding the parking issues. Commissioner Warner asked if they were going to use the Lot Line Adjustment for overflow parking. Don Hill responded to the question by stating that they intend that area to be used for a play area for the children. Chairman Lavoie opened for public hearing at 7:30 pm. A Brier citizen located at 21221 Poplar Way stated that she is concerned with water run off for St. Paul Orthodox Church. She also stated that cars actually travel slower when cars are parked along Poplar Way opposed to when church is not in session and cars are not present. Mr. Hill responded as to why he thinks there is so much water run off along Poplar Way and stated that he also has noticed cars traveling slower when cars are parked along Poplar Way.  Chairman Lavoie closed public comment at 7:40 pm.

 

Commissioner Warner moved and Commissioner Marley seconded to recommend approval of the Lot Line adjustment by St. Paul’s Orthodox Church to the Brier City Council with Staff Report included. Chairman Lavoie opposed. Motion Carried.

 

DISCUSS AND MAKE RECOMMENDATION TO BRIER PLANNING COMMISSION REGARDING MODULAR, MOBILE, AND MANUFACTURED HOUSING.

Chairman Lavoie opened for discussion Modular, Mobile and Manufactured Housing.  Community Director Paul Sweum spoke to the Commission regarding the City of Brier’s procedures for Modular, Mobile and Manufactured Housing. Mr. Sweum explained that the State Senate passed a bill allowing new modular, mobile and manufactured homes to get a building permit the same as an on-site building would get, without a conditional use permit being issued. There was discussion amongst the Planning Commission. Chairman Lavoie made a motion to continue this discussion to the next planning commission meeting.

 

MISCELLANEOUS BUSINESS

Commissioner Warner stated he will not be at September’s meeting.

 

ADJOURNMENT:

Chairman Lavoie moved and Commissioner Wahlgren seconded to adjourn. Meeting adjourned at 8:16 P.M.
