BRIER PLANNING COMMISSION
MINUTES

OCTOBER 19, 2005 - 7:00 PM



Chairman Lavoie called the Brier Planning Commission meeting to order at 7:03PM.

 

ROLL CALL:

Present: Commissioners Michael Lavoie, Gene Funk, Sue Wahlgren, Scott Warner, and Dave Marley. Commissioner Allyn Chrisman arrived at 7:39PM.

Absent:                        Commissioner Robert Nelson.

 

APPROVAL OF MINUTES:

Chairman Lavoie opened for consideration approval of the August 17, 2005 Planning Commission minutes. Commissioner Warner moved and Commissioner Wahlgren seconded to approve the August 17, 2005 Planning Commission minutes as written. Motion Carried.

 

Chairman Lavoie opened for consideration approval of the September 28, 2005 Planning Commission minutes. Commissioner Marley moved and Chairman Lavoie seconded to continue the September 28, 2005, Planning Commission minutes to the next date certain of November 16th, 2005. Motion Carried.

 

COMMITTEE REPORTS:

Chairman Lavoie would like to have a key to the building to be able to come into City Hall 15 minutes before the Planning Commission meetings.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS

Peggy Dare-spoke to the Commissioners about the horse trial along Old Poplar Way.

She also said she would like to see Subdivision/Plat applications come before the public to comment on it before it gets passed on to City Council. Ms. Dare commented on the storm water facility along Old poplar Way stating that it still does not function right, and would like to see a restriction on the use by new developments until the problem is corrected.

Ed Walker-21206 Poplar Way-supported Peggy Dare’s statement on the storm water retention pond.

 

NEW BUSINESS – PUBLIC HEARINGS:

Public Hearing on Variance #V05-003, by Larry and Cheryl Carter, located at 2130 227th Pl SW, Brier.

Chairman Lavoie opened the Public Hearing for Variance #V05-003, by Larry and Cheryl Carter, located at 2130 227th Pl SW, Brier. Cheryl Carter spoke to the Commissioners regarding their Variance to put an addition onto their home. There was discussion. Paul Sweum, Community Development Director, spoke on behalf of the City to recommend approval of Variance #V05-003. Chairman Lavoie opened the Public Hearing at 7:22PM. Chairman Lavoie closed the Public Hearing at 7:23PM Commissioner Wahlgren moved and Commissioner Marley seconded to approve Variance #V05-003, by Larry and Cheryl Carter, located at 2130 227th Pl SW, Brier. Motion Carried.

 

DISCUSS AND MAKE RECOMMENDATION TO BRIER CITY COUNCIL REGARDING MODULAR, MOBILE, AND MANUFACTURED HOUSING.

Chairman Lavoie opened for discussion Modular, Mobile and Manufactured Housing. Chairman Chairman Lavoie moved and Commissioner Warner seconded to recommend approval to City council with the modular and manufactured supplement chapter 15.20 as written by City Staff and with the City Attorney recommendations. Motion Carried.

 

Chairman Lavoie recessed for a two minute break at 8:46PM. Meeting was called back to order at 8:48PM.

 

OLD BUSINESS – PUBLIC HEARING – CONTINUED:

Chairman Lavoie continued the discussion on City of Brier Comprehensive Plan. Chairman Lavoie moved to continue the Comprehensive Plan meeting to Wednesday October 26, 2005, if there will be a quorum, Commissioner Wahlgren seconded.

 

ADJOURNMENT:

Commissioner Wahlgren moved and Commissioner Marley seconded to adjourn. Meeting adjourned at 10:10 PM.
