BRIER PLANNING COMMISSION MINUTES

June 21, 2006
7:00 PM




Chairman Lavoie called the Brier Planning Commission meeting to order at 7:01PM.

 

ROLL CALL:

Present: Commissioners Gene Funk, Keith Maw, Michael Lavoie, and Kerin Steele. Commissioner David Marley arrived at 7:04 PM and Commissioner Scott Warner arrived at 7:09 PM.

Absent:                        Allyn Chrisman.

Councilman Krienke, Planning Commission liaison, is present.

                       

APPROVAL OF MINUTES:

Chairman Lavoie opened for consideration approval of the May 17, 2006 regular Planning Commission Meeting minutes. Commissioner Steele moved and Commissioner Funk seconded to approve the May 17, 2006 regular Planning Commission Meeting minutes as written, Chairman Lavoie abstained due to being absent at the May 17, 2006 meeting. Motion Carried.

 

COMMITTEE REPORTS: 

Councilmember Krienke stated that at the June 20, 2006 City Council Workshop Meeting the Council finished discussion on the Land Use and Housing Elements.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS:

Ed Walker 21206 Poplar way, stated that Ken Overstreet, Park Board, attended the last City Council Meeting and addressed the Council regarding the City not getting any new park space. 

 

NEW BUSINESS – PUBLIC HEARING:

Chairman Lavoie opened for consideration preliminary plat application for McClenny Meadows Subdivision #05-001 located at 3515 214th St. SW, Brier by Dr. Lindsay McClenny. 

Jim Cutts, Director of Community Development and Planning, explained the staff report with the Commissioners identifying what is in the plat and what is being proposed. Mr. Cutts spoke of different issues: SEPA guidelines, Tree replacement plan, Storm stream water run off and Traffic fees.  There was discussion.

Barry Constant, Western Engineers representing Dr. Lindsay McClenny, 13000 Hwy 99 S. Everett 98204, stated that the trees in the sensitive areas and buffers will not be touched and the trees shown on the plan are staying.

There was commissioner discussion with Barry Constant and Jason Henry, City Engineer, relating to the plan, sewer, trees, retaining wall, grading and sidewalks.

 

 

 

 

Public Hearing: 

Chairman Lavoie opened the Public Hearing for the preliminary plat application for McClenny Meadows Subdivision #05-001 located at 3515 214th St. SW, Brier by Dr. Lindsay McClenny at 7:43 PM.

Dr. Lindsay McClenny 3515 214th St. SW, explained his application and stated that he will do his best to work within the law and do what is right.

Barry Constant, Western Engineers representing Dr. Lindsay McClenny, 13000 Hwy 99 S. Everett 98204, addressed the Commissioners about the plan and what it entails. There was Commissioner discussion. 

Ed McClenny 3609 214th SW, addressed the Commissioners about the sewer. 

Scott Goodhouse 3618 Larch Way, stated that he lives to the north of the property and he appreciates that there will be a tree buffer zone. He is concerned with the water run off because his backyard is already wet.  His other concern is the process they will use to put the sewer in.  

John Kennedy 3609 218th SW, stated he is a friend of the McClenny’s and he requests that the proposal be approved. Mr. Kennedy stated the code should be followed in respect to time frames.

Nic Bode 21904 34th Ave W, asked if there will be any road improvements on 214th after the houses are built.

Les Erdman 3700 214th St SW Mountlake Terrace asked how hard it will be to connect to the sewer line.

Bob Colinas, Mayor, stated that Mountlake Terrace requested Brier to extend the sewer across the street. 

Thomas Stanson 21323 38th Place W, addressed the Commissioners with a few questions. He was wondering if there is a marker in the Southwest corner to show where the end of the property is.

Ed Walker 21206 Poplar Way, handed out to the Commissioners a packet outlining his issues with the McClenny Meadows Subdivision application. Mr. Walker stated that he reviewed the packet the Commissioners received and he thinks they are missing several important papers. 

Joan McClenny 18008 15th NE Shoreline, asked the Commissioners for a copy of Ed Walker’s issues on the plat.

John Kennedy 3609 218th SW, asked about the lot averaging for a subdivision.

There was public discussion with the Commissioners about culverts, water run off, sewer, swell and the resolution.

Vladan Milosavljevic 23423 Brier Road, stated that the City has a great opportunity to buy this piece of property and convert it into a park, instead of houses being built on it.

Commissioner Maw moved and Commissioner Steele seconded to continue the Public Hearing until the next Planning Commission Meeting on July 19, 2006. Motion carried.

Commissioner Maw moved and Commissioner Funk seconded to continue the discussion of preliminary plat for McClenny Meadows Subdivision #05-001 located

at 3515 214th St. SW, Brier by Dr. Lindsay McClenny to the next regular Planning Commission Meeting on July 19, 2006.  Motion carried.

 

 

OLD BUSINESS CONTINUED:

Chairman Lavoie opened for consideration the continuance of the discussion on the proposed amendment of Chapter 16.32 “Short Subdivisions”.

Commissioner Steele moved and Commissioner Marley seconded to continue discussion on the proposed amendment of Chapter 16.32 “Short Subdivisions” to the next regular Planning Commission Meeting on July 19, 2006. Motion carried.

 

ADJOURNMENT:

Commissioner Marley moved and Commissioner Steele seconded to adjourn. Meeting adjourned at 9:46 PM.
