BRIER PLANNING COMMISSION MINUTES

July 16, 2008


Chairman Marley called the Brier Planning Commission meeting to order at 7:01:57 PM. 

 

ROLL CALL:   7:02:11 PM

PRESENT:                                Commissioner Funk, Lavoie, Marley, Olson, Thorpe, Smith and Joplin. Councilmember Kaemingk

STAFF:                                     Dir. Comm. Dev. & Planning Cutts. 

 

Mayor Bob Colinas presented certificates of appreciation to Commissioners Lavoie and Funk, thanking them for their hard work on the Planning Commission. 

 

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the May 21, 2008 Planning Commission minutes. Commissioner Smith moved, seconded by Commissioner Funk, to approve the May 21, 2008 Planning Commission minutes as written. Commissioners Lavoie, Marley and Joplin abstained. Motion Carried.

 

Chairman Marley opened for consideration approval of the June 18, 2008 Planning Commission minutes. Commissioner Lavoie moved, seconded by Commissioner Joplin, to postpone approval of the June 18, 2008 Planning Commission minutes until corrections have been made. Commissioner Funk abstained. Motion Carried.

 

Chairman Marley opened for consideration approval of the July 9, 2008 Planning Commission minutes. Commissioner Thorpe moved, seconded by Commissioner Smith, to approve the July 9, 2008 Planning Commission minutes as amended. Commissioner Lavoie abstained. Motion Carried.  

 

COMMITTEE REPORTS:

Councilmember Kaemingk spoke on behalf of the City Council to state their appreciation for the Planning Commission’s hard work and effort that they have put into the Comprehensive Plan update.

 

Councilmember Kaemingk reported the new appointments to the Planning Commission effective August 1, 2008. Position No.4 will be Shelly Magnuson, and Position No. 7 will be Steven Scott.

 

PUBLIC REQUESTS AND ORAL COMMUNICATIONS:

James Stuart, a resident of Kenmore, who lives on the southern boarder of the City,  stated his concerns with the Sunbrook development. He is worried about stormwater run-off and flooding onto his property. Mr. Stuart is asking the Commission to consider increasing the riparian buffer to help reduce his risk of flooding.   

 

OLD BUSINESS:

Chairman Marley opened discussion regarding the Comprehensive Plan changes. Director Cutts explained how the traffic study is conducted and who is responsible for paying for this study when there is a pending new development.  He also explained how a level of service is determined.  The City of Brier is currently at a service level D.

 

Councilmember Kaemingk reported that Vine Road has moved up the priority list for the City Council to review. Their concerns are no sidewalks and a narrow roadway.

 

Chairman Marley opened consideration to send the Traffic Mitigation Study as written to the City Council, Commissioner Joplin moved, seconded by Commissioner Smith, Commissioner Lavoie opposed. Motion Carried.

 

Chairman Marley opened discussion regarding Comprehensive Plan Implementation – Public Participation. Director Cutts explained the process for Public Participation and the fees involved. There was discussion by the commission and it was directed to make amendments to the Public Participation verbiage.

 

Director Cutts gave a brief overview of the proposed changes to the Comprehensive Plan.

Commissioner Lavoie moved, seconded by Commissioner Joplin, to adjourn. Meeting adjourned at 7:59:34 PM.
