PRESENT: Commissioner Marley,
Smith, Joplin, Scott and Myers; Councilmember Kaemingk. Commissioner Magnuson arrived
at 7:09:24 PM.
ABSENT: Commissioner Weston.
STAFF: City Planner Gaudette.
APPROVAL
OF MINUTES:
Chairman
Marley opened for consideration approval of the June 15, 2011 Planning
Commission minutes. Commissioner Joplin made a MOTION
to approve the June 15, 2011 Planning Commission minutes. Commissioner Scott SECONDED. Motion Carried.
Commissioners Smith & Marley abstained.
COMMITTEE REPORTS:
Councilmember
Kaemingk discussed recent City Council activity.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS: None.
PUBLIC HEARINGS:
Chairman
Marley opened the initial discussion for the public hearing to update the
City’s Critical Area Ordinance. City Planner Gaudette gave an overview of the
proposed Ordinance and recommended approval to City Council. Chairman Marley
opened the public hearing at 7:08:33 PM.
Kristin
Kelly 1429 Avenue D #532, Snohomish, representing Future Wise & Pilchuck
Audubon Society, thanked the City for incorporating some of their suggestions
but would like the City to consider additional suggestions she provided in
writing to the Commissioners.

Kenmore, Community Development Director for City of Kenmore, thanked the City for incorporating
some of their suggestions, but would like the City to consider additional
suggestions she provided in writing to the Commissioners.
Commissioner Scott made a MOTION to close the public
hearing. Commissioner Smith SECONDED. The public
hearing closed at 7:27:37 PM.
Chairman
Marley called for a 15 minute break to read the suggestions provided by Future
Wise and the City of Kenmore
at 7:30:33 PM. At 7:46:23 PM Chairman Marley extended the break to 30
minutes.
The
meeting reconvened at 8:00:03 PM.
The
Commissioners went through each recommendation Future Wise and the City of Kenmore provided. There
was Commissioner discussion.
Chairman Marley made a MOTION to recommend approval of
Ordinance No. 389 adopting the new Critical Area Ordinance. With the following
changes:
1. 18.10.330, change 125% to 150%.
2. 18.60.030C.3.b, add the text, “preferably include native
vegetation, or non-invasive non-native vegetation.”
3. 18.60.030.F.1.d, change text to, “passive trails should be
located to the outer 25% of the stream buffer unless prevented by topography or
other natural features, and…”
4. 18.20.040.F.5.d, delete the words “never less” and replace with
“greater”.
5. 18.20.050.J, delete duplicate text, on the second line delete
words starting at “advance” through forth line including “federal rules”.
Commissioner Smith SECONDED. Motion
carried.
MISCELLANEOUS
BUSINESS:
Mayor
Colinas reminded the Commissioners that National Night Out is August 2, 2011
and the Sea Scare Parade on August 10, 2011.
ADJOURNMENT:
Commissioner Magnuson made a MOTION to adjourn. Commissioner Joplin SECONDED. Motion carried. Meeting adjourned at 9:24:21 PM.
