BRIER PLANNING COMMISSION MINUTES

March 21, 2012
7:00 PM

Chairman Marley called the Brier Planning Commission meeting to order at 7:03:03 PM.

 

ROLL CALL:

PRESENT:                                  Commissioner Marley, Magnuson, Weston, Myers and Carroll; Mayor Colinas, Councilmember Kaemingk.

ABSENT:                                    Commissioner Smith and Scott.

STAFF:                                       City Planner Gaudette.

 

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the February 15, 2012 Planning Commission minutes. Commissioner Magnuson made a MOTION to approve the February 15, 2012 Planning Commission minutes. Commissioner Weston SECONDED. Motion Carried. Commissioners Myers & Carroll abstained.

 

COMMITTEE REPORTS:

Councilmember Kaemingk discussed recent City Council activity.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

 

NEW BUSINESS:

Chairman Marley informed the Commissioners that the Noise Ordinance will not be discussed tonight.

 

OLD BUSINESS:

Mayor Colinas thanked the Commissioners for their service. He gave an overview of what the current Animal Code says and what the goal of the City is in finalizing the Animal Code.

Chairman Marley opened for discussion to review the newest revisions to the Animal Code. City Planner Gaudette gave an overview of the changes.

Barbara Podezwik from Brier, understands the need to change/update the Animal Code. She feels that limiting the lot size in the code will diminish the horse population. She is also asking the City to work with the Snohomish County Conservation District to come up with a plan to keep as many horses in Brier as possible.

Peggy Dare from Brier, is proud to be a citizen of Brier. Does not understand why the City is proposing these changes. She would like to see the City use the Snohomish County Conservation District to regulate horses. She gave many suggestions for changes to the Code.

Jim Dare from Brier, does not like to see limiting space requirements for keeping large animals, it should be property management not size. He would like to see the City explore with the Snohomish County Conservation District for use of best management practice instead of prescriptive space requirements.

Council Member Krienke is worried how the City will handle code enforcement should horses be allowed on smaller lots.

Joyce Bell from Brier, has a love for horses. Thanked the Commissioners and Council for working to keep horses in Brier.

There was Commissioner discussion.

Commissioner Myers made a MOTION to adjourn. Commissioner Magnuson SECONDED. Motion carried. Meeting adjourned at 9:05:14 PM.
