BRIER PLANNING COMMISSION MINUTES

August 19, 2015
7:00 PM

Chairman Weston called the Brier Planning Commission meeting to order at 7:00:40 PM.

 

ROLL CALL:

PRESENT:                                  Commissioner Carroll, DeMorett, Rosman, Weston and Wirch.

ABSENT:                                    Commissioner Marley and Scott; Councilmember Kaemingk.

STAFF:                                       City Planner Gaudette.

 

APPROVAL OF MINUTES:

Chairman Weston opened for consideration approval of the June 17, 2015 Planning Commission minutes. Commissioner DeMorett made a MOTION to approve the June 17, 2015 Planning Commission minutes. Commissioner Carroll SECONDED. Motion Carried.

 

COMMITTEE REPORTS: None.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

 

PUBLIC HEARINGS:

City Planner Gaudette explained that the Agenda that was posted in the 3 public places had the wrong date, it was posted as meeting date June 17, 2015, it should have read August 19, 2015.

Chairman Weston opened for review the Estate of Dreams 5 lot subdivision #SUB14-001, located at 22215 Brier Rd. City Planner Gaudette gave an overview of the plat details, with recommendation of approval to City Council.

Randy Devoir Spoke on behalf of the applicant, they agree to all recommendations from staff.

 

The Public Hearing was opened at 7:21:14 PM.

Rebecca Blanchard of Brier, does not like the new look of Brier Rd, with each new development, more fences are being built on Brier Rd. She does not like the look of the Wynbrook II detention pond and would like this plat to make an effort to have their pond look nicer. She asked that the City look into what other communities are doing for water retention. She also asked if the City has considered putting speed bumps along Old Poplar Way.

 

Sonja Bodge of Brier, agrees with everything the previous speaker said. She would like to see that the replacement trees be indigenous to this area.

 

Walid Joudi of Brier, used to live on Old Poplar Way, he had to move due to traffic increasing and cars speeding. He feels the City needs to work on making improvements throughout the City.

 

Deb Nelson of Brier, would like to see the detention pond be more attractive than the pond at Wynbrook II. She also has concerns about drainage from this development.

The Public Hearing was closed at 7:37:42 PM.

 

Commissioner Wirch made a MOTION to recommend approval of Estate of Dreams 5 lot subdivision #SUB14-001 to City Council. Commissioner Carroll SECONDED. Motion Caried.

City Planner Gaudette addressed why there are no frontage improvements required on Brier Rd, it is for the safety of horses. The City can look into eliminating the look of fences along Brier Rd. The City will work with the developer to make the detention pond look nicer with more screening of trees. The City is currently working on revising the Tree Ordinance. The City will not be installing any speed bumps. The drainage from this plat will improve so not to drain onto the neighbor’s property.

 

Chairman Weston opened for review the draft Critical Area regulations and its Ordinance. City Planner Gaudette gave a detailed review of the regulations, with recommendation of approval.

 

The Public Hearing was opened at 8:09:42 PM.

Sonja Bodge of Brier, asked to see the details of what is being updated. City Planner Gaudette shared the updates with her.

The Public Hearing was closed at 8:13:30 PM.

 

Commissioner Rosman made a MOTION to recommend approval of Chapter 18.20 Wetlands to City Council. Commissioner DeMorett SECONDED. Motion Carried.

Commissioner DeMorett made a MOTION to adjourn. Commissioner Rosman SECONDED. Motion carried. Meeting adjourned at 8:15:26 PM.
