Chairman Marley called the Brier Planning Commission meeting to order at 7:02:16 PM.

ROLL CALL:

PRESENT:                                  Commissioner DeMorett, Marley, Rosman, Scott, Weston and Jonart; Councilmember Gallagher.

ABSENT:                                    Commissioner Thorpe.

STAFF:                                       City Planner Gaudette.

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the June 15, 2016 Planning Commission minutes. Commissioner Rosman made a MOTION to approve the June 15, 2016 Planning Commission minutes. Commissioner Weston SECONDED. Motion Carried.

COMMITTEE REPORTS:

Councilmember Gallagher discussed recent City Council activity.

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

PUBLIC HEARINGS:

Chairman Marley opened the Public Hearing for adoption of the new Park Impact Fee Code and associated code changes                         at 7:06:07 PM. City Planner Gaudette described in detail the proposed code changes.

Commissioner Rosman suggested 3.68.050.a.1 to add the word “independent” before dwelling units.

The Public Hearing was closed at 7:19:07 PM.

Commissioner DeMorett made a MOTION to recommend approval to City Council to adopt a new chapter 3.68 of the Brier Municipal Code with the change to 3.68.050.a.1 to add the work “independent” before dwelling units, and amend sections 16.16.140 and 17.36.020. Commissioner Rosman SECONDED. Motion Carried.

NEW BUSINESS:

A. Chairman Marley opened for review the draft update of the Transportation Element of the Comprehensive Plan. City Planner Gaudette gave a review of all changes.

B. Chairman Marley opened for review the draft updates to small sections of the Comprehensive Plan, the Executive Summary and the Background sections. City Planner Gaudette gave a review of all changes. Commissioner DeMorett suggested on page 2 Planning Process, third paragraph, strike 2015, add subsequent.

C. Chairman Marley opened for review the annual draft of the Capital Facilities Element of the Comprehensive Plan. City Planner Gaudette gave a review of all changes.

MISCELLANEOUS BUSINESS:

City Planner Gaudette informed the Commissioners that she will be leaving the City of Brier, her last working day will be August 1, 2016.
