BRIER PLANNING COMMISSION MINUTES

May 17, 2017
7:00 PM

Chairman Marley called the Brier Planning Commission meeting to order at 7:01:53 PM.

 

ROLL CALL:

PRESENT: Commissioner DeMorett, Marley, Scott, and Jonart; Councilmember Gallagher. Councilmember Weston arrived at 7:03:15 PM.

ABSENT: Commissioner Rosman.

STAFF:City Planner Balisky.

 

 

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the March 15, 2017 Planning Commission minutes. Commissioner Scott made a MOTION to approve the March 15, 2017 Planning Commission minutes. Commissioner DeMorett SECONDED. Motion Carried.

 

 

COMMITTEE REPORTS:

Councilmember Gallagher discussed recent City Council activity.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

 

PUBLIC HEARINGS:

  1. Chairman Marley opened the Public Hearing for consideration of Lot Line Adjustment No. LL17-01, to adjust the boundaries of three parcels, Critical Area Reasonable use No. 17-01, to allow for reasonable use of legally subdivided property for construction of a single-family residence and Variance No. 17-01, to allow for a reduced lot width at the building line at 3201 Alaska Road at 7:04:14 PM. City Planner Balisky gave a review of the applications. Andrew Loftstead, ASPI Land Surveying is representing the applicant. He gave a description of the lots and how they came up with the lot line adjustments and ways that they propose to impact the wetland and buffer as little as possible. There was no public comment. There was Commission discussion. Chairman Marley closed the Public Hearing at 7:20:31 PM.

 

Commissioner Weston made a MOTION to recommend approval to the City Council of Lot Line Adjustment No. LL17-01, to adjust the boundaries of three parcels, Critical Area Reasonable use No. 17-01, to allow for reasonable use of legally subdivided property for construction of a single-family residence and Variance No. 17-01, to allow for a reduced lot width at the building line at 3201 Alaska Road. Commissioner DeMorett SECONDED. Motion Carried.

 

B.Chairman Marley opened the Public Hearing for consideration of Lot Line Adjustment No. LL17-01, to adjust the boundaries of three parcels, Critical Area Reasonable use No. 17-02, to allow for reasonable use of legally subdivided property for construction of a single-family residence and Variance No. 17-02, to allow for a reduced lot width at the building line at 3201 Alaska Road at 7:22:41 PM. City Planner Balisky gave a review of the applications. Andrew Loftstead, ASPI Land Surveying is representing the applicant and concurred with City Planner Balisky’s report.

 

Sierra Reed, Brier, asked for an explanation of the reduction in building width.

 

There was Commission discussion. Chairman Marley closed the Public Hearing at 7:27:47 PM.

 

Commissioner DeMorett made a MOTION to recommend approval to the City Council of Lot Line Adjustment No. LL17-01, to adjust the boundaries of three parcels, Critical Area Reasonable use No. 17-02, to allow for reasonable use of legally subdivided property for construction of a single-family residence and Variance No. 17-02. Commissioner Jonart SECONDED. Motion Carried.

C. Chairman Marley opened the Public Hearing for consideration of proposed Brier Municipal Code amendments related to Home Occupations and family daycare providers at 7:30:31 PM. City Planner Balisky reviewed the proposed changes.

 

Sandra Ames, Brier, asked about how the noise, nuisance type codes effect the Home Occupations if they are not written into the license.

 

There was Commission discussion. Chairman Marley closed the Public Hearing at 7:48:35 PM.

 

Commissioner Weston made a MOTION to recommend approval of the amendments to CA17-01 with the Commissioner DeMorett’s suggested changes. Commissioner Scott SECONDED. Motion Carried.

 

 

ADJOURNMENT:

Commissioner Jonart made a MOTION to adjourn. Commissioner Scott SECONDED. Chairman Marley declared the meeting adjourned at 7:52:43 PM. Motion carried.
