BRIER PLANNING COMMISSION MINUTES

August 16, 2017
7:00 PM

Chairman Marley called the Brier Planning Commission meeting to order at 6:59 PM.

ROLL CALL:

Present: Commissioner Marley, Commissioner Scott, Commissioner Rosman, Commissioner DeMorret, Commissioner Jonart, Councilmember Gallagher (Not voting). Commissioner Weston arrived at 7:13 PM.

Staff: City Planner Flathman and Building Official Beverly.

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the June 21, 2017 Planning Commission minutes. Motion: to approve the June 21, 2017 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner DeMorret. Motion Carried.

COMMITTEE REPORTS:

Councilmember Gallagher discussed recent City Council activity.

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

PUBLIC HEARINGS:

Chairman Marley opened the Public Hearing for Conditional Use Permit No. CU17-01 to allow the installation of a new septic system; Conditional Use Permit No. CU17-02 to allow construction of a secondary dwelling unit; Critical Area Review Permit No. CAR17-06 to allow for buffer mitigation to install a driveway over an existing culvert; and Variance No. V17-03 to allow for a reduced street frontage, located at 2333 N Castle Way at 7:01 PM.

City Planner Flathman gave a detailed overview of each permit, with recommendations to approve all permits with conditions. She explained the variance is no longer needed because it was a pre-existing condition created by Snohomish County, therefore grandfathered in once annexed into Brier.

Gayle Faubion of Brier, asked if the secondary dwelling unit will be used as a rental, and why they are allowed to install a septic system?

Felix Smith of Brier, asked how far is the stream buffer, where is it measured from, and what are the clearing requirements, such as trees?

Michelle Dean of Brier, is in support of this application.

Commissioners DeMorret and Rosman asked how old the culvert is and has it been looked at by an engineer?

The Public Hearing was closed at 7:35 PM.

Motion: to recommend approval of Conditional Use Permit No. CU17-01, to allow the installation of a new septic system; Conditional Use Permit No. CU17-02, to allow construction of a secondary dwelling unit; Critical Area Review permit No. CAR17-06, to allow for buffer mitigation to install a driveway over an existing culvert, with amended conditions recommended by staff. Moved by Commissioner Rosman, Seconded by Commissioner Scott. Motion Carried.

Motion: to adjourn, Moved by Commissioner DeMorret, Seconded by Commissioner Scott. Motion Carried. Chairman Marley declared the meeting adjourned at 7:37 PM.
