BRIER PLANNING COMMISSION MINUTES

August 21, 2019
7:00 PM

Chairman Marley called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Commissioners Marley, Weston, DeMorret, Hanson and Councilmember Gallagher.

Absent: Commissioners Rosman, Kolden and Jonart.

Staff: Planner Flathman

 

APPROVAL OF MINUTES:

Chairman Marley opened for consideration approval of the June 19, 2019 Planning Commission minutes. Motion: Approve the June 19, 2019 Planning Commission minutes, Moved by Commissioner Hanson, Seconded by Commissioner Weston. Motion Carried.


COMMITTEE REPORTS:

Councilmember Gallagher discussed recent City Council activity.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


PUBLIC HEARINGS:

Chairman Marley opened the Public Hearing at 7:03 PM for Conditional Use Permit No. CU19-05 for Restoration Associates NW, Neighborhood Business Zone Application at 23711 Brier Road. City Planner Flathman gave a review of the Conditional Use Permit. The applicant Bob Jordan spoke on behalf of Restoration Associates NW and gave an overview of the business.

John Dennon of Brier, spoke against the business, stating that it would not benefit the greater Brier area.

Suzanne Marlowe of Brier, lives right next door to Brier Realty and is concerned about the business bringing any bio hazardous materials back to the neighborhood business site.

Polina Binkina of Brier, is concerned about the use of chemicals, parking and vehicles coming and going throughout the day.

Melissa Stucker of Brier, is concerned about the chemicals that the business uses.

Frank Young with Brier Realty, addressed parking and use of lot issues and reiterated that the business would not infringe upon surrounding neighbors' lots. .

The applicant spoke to the Commissioners in response to the public comments. The Commissioners asked questions regarding the business to the Applicant and City Planner Flathman. The definition of "Professional Office" came in to question and more information regarding the business was requested. There was Commissioner discussion.

 

Motion: Continue the Public Hearing and consideration of Conditional Use Permit No. CU19-05 to a date certain of September 18, 2019, Moved by Commissioner DeMorret, Seconded by Commissioner Hanson. Motion Carried.

 

Chairman Marley opened the Public Hearing for the 2018 Citywide Sewer Plan Update Adoption at 8:37 PM.

City Planner Flathman introduced Pace Engineering representative Paul Weller who gave a brief overview of the Sewer Plan Update.

The Public Hearing closed at 8:49 PM

Motion: Recommend approval to the City Council for the 2018 Citywide Sewer Plan Update, Moved by Commissioner DeMorret, Seconded by Commissioner Hanson. Motion Carried.


ADJOURNMENT:

Motion: Adjourn, Moved by Commissioner Hanson, Seconded by Commissioner Weston. Motion Carried. The meeting adjourned at 8:50 PM.
