BRIER CIVIL SERVICE COMMISSION MINUTES
Meeting will be held at the Brier Library
August 5, 2004
Commission Chairman Szalda called the meeting to
order at 7:30 PM.
ROLL CALL: Present: Commissioners Szalda and Zenk.
APPROVAL OF MINUTES: Commissioner Szalda moved and Commissioner Zenk seconded to approve the Civil Service
Commission Meeting Minutes of June 17, 2004 and July 23, 2004. Motion carried.
OLD BUSINESS:
A.
Commissioner Szalda opened for
discussion the Status of New Civil Service Rules. Chief Holmes reports he has assigned Officer Murphy the task of
rewriting our rules based on the Poulsbo rules. A draft should be ready by the
September meeting. Secretary Halverson will forward a copy of the draft rules
to the Commissioners upon completion.Tom Evans has not responded to the Chief
regarding the progress of the rules Mr. Evans and Mr. DiJulio were working on.
B.
Commissioner Szalda opened for discussion the Physical Medical Exam
Requirements and Information received from the Everett Clinic. Commissioner
Zenk would like someone to contact the Everett Clinic and obtain a copy of the
standards they use so they can be included in the new Civil Service Rules. Need
to have the standards prior to adopting the new rules.
NEW BUSINESS
A.
Commissioner Szalda opened for discussion Amendment to Civil Service
Rule 6.2 – Medical Requirement. Commissioner
Szalda moved and Commissioner Zenk seconded, pursuant to
section 16.1, to adopt the Amendment to Civil Service Rule 6.2 to read as
follows:
Section 6.2. MINIMUM
REQUIREMENTS. All applicants shall be able to read and write the English
language, in ordinary good health and be in good moral character and of
temperate and industrious habits. No individual will be eligible to apply prior
to attaining the age of twenty one (21). The medical examination should be
performed by a qualified physician, preferably a physician trained and
experienced in occupational medicine, or one who is thoroughly familiar with
the essential job functions of Basic Patrol Officer with the City of
Brier. This physician should be a
medical doctor licensed to practice medicine in the State of Washington and approved
by the City of Brier. All applicants shall be high school graduates or GED, and
have no adult felony convictions.
Motion carried.
MISCELLANEOUS BUSINESS:
A.
Commissioner Zenk inquired on the status of the Lateral list. Chief Holmes
reports he is waiting on a decision from Officer Berg but wants to fill the
position as soon as possible. If Officer Berg decides not to take the position
the number 2 position candidate is very qualified and can go right to work.
When that position is filled the department will be fully staffed.
B.
Commissioner Zenk inquired on the Chief’s position. Chief Holmes reports
the City tested for the position on the 4th of August but has not
heard how it went.

adjourn the meeting.
