Commission Chairman Szalda called the meeting to order at 7:40 PM.

ROLL CALL: Present: Commissioners Szalda, Nixdorf, and Zenk.

APPROVAL OF MINUTES: Commissioner Zenk moved and Commissioner Nixdorf seconded to approve the   Civil Service Commission Meeting Minutes of November 8, 2004 and February 3, 2005.  Motion carried.

OLD BUSINESS

A.                  Commissioner Szalda moved to discuss the status of the new Civil Service Rules. Commissioner Nixdorf gave overview of what had transpired in the absence of Commissioner Szalda. Commissioner Nixdorf went over suggestions he had submitted during the past month which are named Appendix A, Appendix B and Appendix C. Discussion ensued. Adding Appendix A and B would most likely require a change in the Personnel Ordinance as they pertain to qualifications and background screening. Appendix C addresses rules of how to conduct a Civil Service Hearing. It was determined Appendix A, B and C would be incorporated into the new rules.

Discussion ensued regarding what the required time frame is for public notification of meetings as may need to be added to Rule 15.34 of the draft rules. It was determined this is set by city ordinance.

Discussion ensued regarding Civil Service coverage for the Civil Service Secretary/Examiner as stated in Rule 15.11 of the draft rules. It was determined no changes need to be made to the draft rules.

NEW BUSINESS:

A.                  Commissioner Nixdorf suggested we change the meeting dates and times back to the first Wednesday of the Month at 7:30 PM at City Hall as the new facility should be ready soon.

MISCELLANEOUS BUSINESS:

A.                  Commissioner Zenk inquired about the 2005 Civil Service Budget. Secretary Halverson reported the 2005 budget shows enough funds allocated for the Civil Service Commissioners to attend the Civil Service Conference in September 2005.

ADJOURNMENT: Commissioner Nixdorf moved and Commissioner Zenk seconded to adjourn the meeting. Commissioner Szalda declared the meeting adjourned at 8:08 PM.
