Commission Chairman Szalda called the meeting to
order at 7:47 PM.
ROLL CALL: Present: Commissioners Szalda, Nixdorf,
and Zenk.
APPROVAL OF MINUTES: Commissioner Nixdorf moved and Commissioner Zenk seconded to approve the Civil Service Commission Meeting
Minutes. Motion carried.
NEW BUSINESS:
A. REMOVE ENTRY LEVEL CANDIDATE DEREK B. NORTON FROM THE ELIGIBILITY
LIST.
Commissioner Szalda opened for discussion the removal of
Entry Level Candidate Derek B. Norton from the Eligibility List. Secretary
Halverson reports Mr. Norton has been hired by Seattle Police Department and
declined appointment to Brier Police
Department.

REMOVE ENTRY LEVEL CANDIDATE DELSIN M. THOMAS FROM THE ELIGIBILITY LIST.
Commissioner Szalda opened
for discussion the removal of Entry Level Candidate Delsin M. Thomas from the Eligibility List. Secretary Halverson
reports Mr. Thomas has been hired by Renton Police Department.
Commissioner Nixdorf moved and Commissioner
Zenk seconded to remove candidates
in Section A and Section B from the current Entry Level Eligibility List.
C.
DISCUSS STATUS OF THE CURRENT ENTRY LEVEL ELIGIBILITY LIST.
Commissioner Szalda opened
for discussion the status of the current Eligibility List. Secretary Halverson
reported according to the current Civil Service Rules the list is valid for one
year but there is no instruction in the rules on how to abolish the list. There
are only two candidates left on the list and the Chief wants to interview them,
however, the Chief would like to begin testing to establish a new entry level list
as the process takes some time.
Discussion ensued. It was determined the Examiner could begin the
testing process while the old list is in effect.

AUTHORIZE TESTING FOR A NEW ENTRY LEVEL ELIGIBILITY LIST.
Commissioner
Szalda opened for discussion to authorize testing for a new Entry
Level
Eligibility List. Discussion ensued. The Commission authorized testing for a
new Entry Level Eligibility List.
OLD BUSINESS
A.
DISCUSS STATUS OF NEW CIVIL
SERVICE RULES
Commissioner Szalda opened
for discussion the new Civil Service Rules. Commissioner Szalda stated he has
no additions, corrections or deletions. Commissioner Nixdorf explained some of
the edits he made. Discussion ensued.
Commissioner Nixdorf moved
to consider this the first reading of the final document with the final to be
voted on at the meeting of February 1st.
Further discussion ensued
regarding various sections of the draft rules. The Commission requested
Secretary Halverson ask the Chief to go over the draft rules and advise the
Commission at the next meeting of any desired changes.
Secretary Halverson
inquired on the procedure to notify the Mayor regarding the changes that would
affect Ordinance. Commissioner Nixdorf recommended a completed copy of the
draft rules along with a cover letter go to the Mayor and Council President
indicating the Commission has done their first reading and that the final will
be on February 1st, so that if he has any discussion he can attend
the meeting or contact Chairman Szalda. Secretary Halverson will prepare the
documents for dispersal.
Commissioner Nixdorf moved and Commissioner Szalda
seconded to accept the City of Brier Civil Service Commission By Laws final
draft.
MISCELLANEOUS BUSINESS
A.
Commissioner Nixdorf opened for discussion the 2006 Civil Service
Budget. It was determined the budget has not changed from the 2005 budget.
Discussion ensued regarding the Civil Service Conference.
B.
Commissioner Nixdorf opened for discussion the Non-Uniform Appointed Personnel Civil Service Rules. It was
determined these rules would be discussed at a later date.

Zenk seconded to adjourn the meeting. Commissioner Szalda declared the
meeting adjourned at 8:15 PM.
