Commission Chairman Szalda called the meeting to
order at 7:30 PM.
ROLL CALL: Present: Commissioners Szalda, Nixdorf,
and Zenk.
APPROVAL OF MINUTES: Commissioner Nixdorf moved and Commissioner Zenk seconded to approve the Civil Service Commission Meeting Minutes of
February 1, 2006. Motion carried.
OLD BUSINESS:
A.
DISCUSS STATUS OF ORDINANCE CHANGES
Commissioner Szalda opened for discussion the status of
the ordinance changes required to match
the new Civil Service Rule changes. Chief Lane reports the City Council voted
on and approved the changes requested. The Lieutenant position has been deleted
and the changes to the Sergeant and probation period portions have been
approved. Commissioner Szalda clarified the next step would be for the
Commission to adopt the new Civil Service Rules then City Council will need to
adopt them by ordinance.
B.
ADOPT NEW “CIVIL SERVICE COMMISSION BYLAWS FOR POLICE DEPARTMENT FINAL”.
Commissioner Szalda opened
for discussion adoption of the New Civil Service Commission Bylaws for Police
Department Final. No discussion.
Commissioner Nixdorf moved and Commissioner Zenk seconded to adopt the new Civil
Service Commission Bylaws for the Police Department as of March 1st,
2006 as written. Motion carrired.
C.
DISCUSS NON-UNIFORMED APPOINTED PERSONNEL CIVIL SERVICE RULES
Commissioner Szalda opened
for discussion the Non-Uniformed Appointed Personnel Civil Service Rules. Commissioner
Nixdorf reports he went through the old rules which are similar to the old
uniform rules. He has prepared a first
draft for review and discussion. Discussion ensued regarding contracts,
testing, probation period, criteria to be used in determining whether or not
violations occurred and appeal process. When these rules are in the final draft
form it can be forwarded to Civil Service Attorney, Steve Dijulio, with a copy
of the Employee Laborer’s Contract for review and editing. Secretary Halverson
reports she has requested a copy of the City of Everett’s Non Uniformed Civil
Service Rules for the Commission to look over for guidance.
It was determined the
Commissioners will look over the draft and formulate some questions or
recommendations. In the interim something may be received from the City of Everett.
NEW BUSINESS
A.
Commissioner Szalda opened for discussion changing the hours for holding
the regular meetings. It was determined the hours would be changed to the first
Wednesday of the month at 1:30 pm.
MISCELLANEOUS BUSINESS:
A.
The meeting scheduled for April 5th is cancelled for lack of
business. The next meeting is scheduled for May 10th at 1:30 PM.
B.
Chief gave an update on the status of the Entry Level Eligibility list
and
the current candidate now
being processed.
