Commission Chairman Szalda called the meeting to
order at 1:35 PM.
ROLL CALL: Present: Commissioners Szalda, Nixdorf,
and Zenk.
APPROVAL OF MINUTES: Commissioner Nixdorf moved and Commissioner Zenk seconded to approve the Civil Service Commission Meeting Minutes of
March 1, 2006 and March 10, 2006.
Motion carried.
OLD BUSINESS
A.
UPDATE ON STATUS OF COUNCIL ADOPTION OF NEW CIVIL SERVICE RULES.
Commissioner Szalda opened for discussion update on
the status of the adoption of the new Civil Service Rules. Secretary Halverson
reported the City Council, at their regular meeting on March 14, 2006, passed
Ordinance #331 adopting the new Civil Service Rules. The new rules are now in
effect.
B.
DISCUSS CIVIL SERVICE RULES FOR NON-UNIFORMED PERSONNEL
Commissioner Szalda opened for discussion Civil
Service Rules for Non-Uniformed Personnel.
Commissioner Szalda stated he believes our goal is to try to make this
process as simple as possible and somehow integrate it into the rules that were
just passed. Discussion ensued regarding the bargaining unit personnel that
will be covered under this set of rules and what is required of the Civil
Service Commission by the employee’s contract. It was determined the only section
that would apply to these employees is the discipline appeal or complaint
process. Commissioner Zenk then presented copies of language used by the City
of Goldendale and Anacortes Civil Service Commissions which refer to Civil
Service and Collective Bargaining Agreement and the complaint process which we
may be able to incorporate into our rules at some point, or as an amendment to
or an attachment. Discussion ensued. It was determined these rules would
identify the bargaining unit affected and contain verbiage that states the
procedures that are to be followed to get into the Civil Service Rules from
there. Further discussion ensued regarding process. It was decided the language
used in the City of Goldendale rules would best suit the needs of Brier. Secretary
Halverson will send an email to Civil Service Attorney, Steve DiJulio,
requesting an opinion or recommendation on the language the Commission would
like to use.
MISCELLANEOUS BUSINESS:
A. Commissioner
Zenk inquired on staffing levels. Secretary Halverson reported the
police department is
currently at full staff.
B. Secretary Halverson inquired on who would
like to attend the Civil Service
Conference. Commissioner Nixdorf is interested in attending.
Secretary
Halverson will notify Commissioners of
dates as soon as possible.
C. Next
meeting is scheduled for August 9, 2006 at 1:30 PM.
