and Zenk. APPROVAL OF MINUTES: Commissioner Nixdorf
moved and Commissioner Zenk seconded
to approve the Civil Service Minutes of February 7, 2007. Motion carried. OLD BUSINESS: A.
ADOPT NEW CIVIL SERVICE RULES FOR NON-UNIFORMED APPOINTED PERSONNEL. Commissioner Szalda opened
for discussion adoption of the new Civil Service Rules for Non-Uniformed
Appointed Personnel. Discussion ensued regarding needing more time to look over
the final draft. It was decided the adoption would be held off until the Civil
Service Meeting scheduled for March 7, 2007. NEW BUSINESS A.
DISCUSS CANDIDATES REMOVED FROM ENTRY LEVEL ELIGIBILITY LIST. Commissioner Szalda opened
for discussion candidates removed from the Entry Level Eligibility List.
Secretary Halverson reported one candidate was removed, Kyle C. Hughes, as he
declined appointment. There are two candidates remaining on the current list. B.
DISCUSS AMMENDMENT TO ELIGIBILITY REQUIREMENTS FOR LATERAL POLICE
OFFICER – SECTION 8.7.1(a) Commissioner Szalda opened
for discussion amendment to eligibility requirements for Lateral Police Officer
– Section 8.7.1(a). Chief Lane stated our Lateral Entry Officers must be
employed by an agency for 24 months before eligible to lateral to Brier. Chief
Lane requests the rule be amended to 12 months as are other agencies in the
area. The laterals that are coming out of the academy and get off FTO could
then be eligible for hire. Discussion ensued regarding candidates released by
other agencies, the need for complete background investigation and probationary
period. Discussion ensued regarding
the process required to amend a rule pursuant to section 3.2.1A. The rule was
read by Secretary Halverson. Further discussion ensued regarding whether or not
this is an emergency situation. Chief Lane reports the department is currently
down two positions with one officer on his way out which will bring the
department down three positions. Commissioner Zenk suggested reconsideration to
deem the situation an emergency. Commissioner Nixdorf moved and Commissioner Zenk seconded to amend the
rule section 8.7.1(a) from the current 24 months and 36 months respective, to
12 and 24 months due to lack of personnel; one individual in the academy for 3
more months, one vacancy on top of that and the prospect of losing another
officer will cause the department to be three people short in the immediate
future. This is an emergency motion to be passed today. Motion carried. C.
DISCUSS REMOVAL OF APPLICANTS FROM THE APPLICATION PROCESS PURSUANT TO
7.3. Commissioner Szalda opened
for discussion removal of applicants from the application process. Secretary
Halverson stated section 7.3 of the Civil Service rules allows for removal of
applicants for listed reasons. Secretary Halverson requests clarification on
whether applicants can be removed from the application process for not
responding to oral notification to schedule further examinations such as the
oral board. It was decided it is reasonable to remove applicants who do not
respond as long as the attempted contacts are documented and notice is sent
notifying them of the removal. MISCELLANEOUS BUSINESS: A.
SCHEDULE SPECIAL MEETING TO
CERTIFY UPDATED ENTRY LEVEL ELIGIBILITY LIST AFTER COMPLETION
OF ORAL BOARD EXAMS SCHEDULED FOR FEBRUARY 22, 2007. Commissioner Szalda
opened for discussion scheduling of a Special Meeting to certify the
updated Entry Level Eligibility List after completion
of the Oral Board Exams scheduled for February 22, 2007. Secretary Halverson
requests a Special Meeting be scheduled to certify a new Entry Level Eligibility
List as the current list is almost exhausted. It was decided the regular
meeting scheduled for March 7th will be held on February 26, 2007 at
1:30 PM and the certification will be included on that agenda. Commissioner Zenk inquired
on the possibility of further streamlining the current hiring process.
Secretary Halverson explained scheduling Oral Board examinations seems to be
the biggest set back due to the difficulty in obtaining examiners. The average
hired from entry level lists is one out of every ten candidates due to
background issues. ADJOURNMENT: Commissioner
