Commission Chairman Szalda called the meeting to
order at 1:40 PM.

APPROVAL OF MINUTES: Commissioner Nixdorf
and Commissioner Zenk moved to
approve the Civil Service Meeting Minutes of February 7, 2007. Motion carried.
OLD BUSINESS:
A.
ADOPT NEW CIVIL SERVICE RULES FOR NON-UNIFORMED APPOINTED PERSONNEL.
Commissioner Szalda opened
for discussion to adopt the new Civil Service Rules for Non-Uniformed Appointed
Personnel.
Commissioner Nixdorf moved and Commissioner
Zenk seconded to accept the new
Civil Service Rules for Non-Uniformed Appointed Personnel as presented for
final approval. Motion carried.
NEW BUSINESS
A.
DISCUSS CANDIDATES REMOVED FROM ENTRY LEVEL ELIGIBILITY LIST.
Commissioner Szalda opened
for discussion removal of candidates from the Entry Level Eligibility List.
Secretary Halverson explained candidate Darren Hummel declined appointment and
requested removal from the eligibility list. No further discussion.
B.
CERTIFY ENTRY LEVEL ELIGIILITY LIST. Commissioner Szalda opened for
discussion certification of the Entry Level Eligibility List. Brief discussion
ensued regarding open positions and candidates.
Commissioner Szalda moved and Commissioner Nixdorf
seconded to certify the Entry Level
Eligibility List dated February 26, 2007. Motion carried.
C.
DISCUSS AMENDMENT TO ELIGIBILITY FOR LATERAL POLICE OFFICER – SECTION
8.7.1.
Commissioner Szalda opened
for discussion amendment to eligibility for Lateral Police Officer. Chief Lane requests amendment to remove
listed officer positions that do not satisfy the lateral requirement as the
Criminal Justice Training Commission determines who is accepted for
equivalency. Chief Lane submitted sample language he had received from the
Training Commission for review.
Commissioner Szalda moved and Commissioner Zenk
seconded to amend Section 8.7.1 by eliminating the highlighted area “Employment
as a military police officer, Federal Special Agent, Federal investigator or
police officer, corrections officer, reserve police officer or special
jurisdiction officer (transit officer, tribal police officer, campus or
hospital security, housing or port authority officer, etc.) does not satisfy
this experience requirement.”
Commissioner Nixdorf
inquired of the Chief whether the current staffing situation constitutes an
emergency. Discussion ensued and it was determined it did not. The amendment
will be voted on at the next Civil Service Regular Meeting. It was determined
the amended section 8.7.1(a) would be struck through with the new language to
follow to include section 8.7.1(b).
MISCELLANEOUS BUSINESS:
A.
Chief Lane informed the Commission Officer Wheeler has resigned and will
be going to work for Mukilteo Police Department. Two provisional officers are
currently going through the background process. There are currently three
Reserve Officers on staff and another in the hiring process. Off Lee is
attending the academy and will graduate on May 17th. Discussion
ensued regarding the academy and availability of slots.
